About this opportunity

The Department of the Navy Naval Sea Systems Command seeks scientific and technical services from SEAPORT-NxG MAC holders to develop and utilize specialized software codes for UNDEX and AIREX analysis of undersea and surface vessels, with proposals due November 24. This procurement is restricted to SEAPORT-NxG MAC holders only; proposals from non-MAC holders will not be evaluated.

Place of performance is Bethesda, Maryland. The required software codes must support six capabilities: aiding selection of live fire events and supporting live fire test and evaluation programs; simulating underwater shock environments from far field or near miss locations; simulating Navy platform response to UNDEX and AIREX across far field, near miss, contact, and internally detonating weapon attack scenarios; checking computational model integrity; solving finite element models for elastic-plastic response and reduced order engineering tools; and simulating nuclear underwater shock or nuclear air blast environments from far field locations. Contractors must demonstrate expertise in UNDEX and AIREX analysis of undersea and surface vessels. The NAICS code is 541330, Engineering Services; PSC is R425, Support—Professional: Engineering/Technical.

Questions must be submitted through the PIEE Solicitation Module Question and Answer Function, with responses posted in the module. Contractors must register for PIEE accounts to receive solicitations and submit proposals. The solicitation relates to prior notices N00167-25-RFP-CD-66-001, N00167-25-RFP-CD-66-001_Rev1, N00167-25-RFP-CD-66-0014, and N00167-25-RFP-CD-66-0014_Rev1.
