The Department of the Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base has issued a Special Notice (Solicitation Number FA8601-24-Q-0065) for the procurement of mountable weapon flashlights for the M4A1 rifle for the 88th Security Forces Squadron. The 88th Security Forces Squadron requires these flashlights to equip rifles without lights and replace older lights that are no longer produced, in order to meet the mission requirements of the Security Forces Center and the 88th Security Forces Squadron.
The Government intends to award this as a sole source contract to SUREFIRE LLC under NAICS code 332994 - Small Arms, Ordnance, and Ordnance Accessories Manufacturing. The purpose is to obtain 200 weapon flashlights that meet specific technical requirements, including 6V battery compatibility, at least 350 lumens of white light, and at least 120mW of infrared light. Interested parties may submit capability statements, proposals, or exceptions to the intent to purchase on a sole source basis by 12:00 (Noon) EST on Monday, April 1, 2024. The Government will consider these responses when determining whether to conduct a competitive procurement. This procurement will not be a small business set-aside, as market research determined that no other sources can provide the required M4A1 weapon equipment per Air Force requirements.

Synopsis:
The 88th Security Forces Squadron (SFS) located at Wright-Patterson Air Force Base (WPAFB) requires a mountable weapon flashlight for the M4A1 rifle. The purpose of this procurement is to equip rifles without lights and replace older lights which are no longer produced, making it unsustainable to support and unable to meet requirements of the Security forces Center and WPAFB SFS mission. This product is necessary to maintain the requirements of the Security Forces Center sustainable and would allow a minimal deficiency by having operational flashlight on weapons with less maintenance and issues with not operation parts sue to its durability. In addition, this product will ensure safety and mission requirements for defenders. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i).
This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 332994 – Small Arms, Ordnance, and Ordnance Accessories Manufacturing.
Business size standard: 1,000 employees.
The proposed source is SUREFIRE LLC. A determination by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 12:00 (Noon) EST on Monday, 01 April 2024.
In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: This procurement will be awarded on a sole source basis to SUREFIRE, which is a small business. Market Research was conducted and it was determined that no other sources can provide the M4A1weapon equipment per AFI 36-2654 from the Security Forces Center. This acquisition will not be a small business set aside since two or more small businesses cannot provide this requirement.
The Department of Defense (DOD) has determined the System for Award Management (SAM) to be the single DOD registration for contractors who conduct business or who are interested in conducting business with the DOD.
