The National Institute of Standards and Technology, Department of Commerce, seeks firm-fixed-price quotations for two wavelength meters to support the Standard Photonic Thermometer project, with quotations due July 30, 2026 by 12:00 PM Eastern Time. This is a total small business set-aside under NAICS 334516 (Analytical Laboratory Instrument Manufacturing), with a 1,000-employee size standard.
Place of performance and delivery is NIST's Gaithersburg, Maryland facility (100 Bureau Drive, Building 221). Both instruments must be new, from the same manufacturer to ensure software compatibility, and shipped in original manufacturer packaging with complete documentation and LabVIEW drivers and Python scripts. The high-resolution wavemeter must operate from 630 nm to 1700 nm with 60 MHz resolution or higher, 1 kHz sampling rate or faster, stability/repeatability better than 3 MHz over one minute, 0.2 ppm fractional wavelength error, a built-in PID controller, automatic internal calibration, a 4-channel optical switch, and Windows 11 compatibility via USB and Ethernet. The low-resolution wavemeter must operate from 1270 nm to 1680 nm with 0.2 ppm fractional wavelength error, 25 Hz sampling rate or faster, 0.03 ppm stability/repeatability, and −30 dBm sensitivity. Delivery is FOB Destination within 10 weeks. A minimum five-year warranty is required. Award will be made to the lowest-priced, technically acceptable offeror. Price quotations must remain valid for 90 days from due date and include all shipping costs and applicable tariffs. Quotations must be submitted electronically in three separate volumes: Technical Quotation, Price Quotation, and Terms and Conditions acceptance. Pre-quote inquiries must be submitted in writing within two calendar days of solicitation issuance (by July 18, 2026). Quoters must maintain active SAM.gov registration at submission and throughout contract performance. Payment is Net 30 days upon installation and acceptance.
