About this opportunity
The Naval Air Warfare Center Aircraft Division in Lakehurst, New Jersey is seeking to procure waveguide components required to calibrate Radio Frequency (RF) microwave test instruments for Navy Primary Standard Labs (NPSL). The procurement is being conducted on a sole source basis under Title 10, U.S.C. Section 2304(c)(1) and Federal Acquisition Regulation (FAR) 6.302-1, with the government intending to award to FLANN MICROWAVE LIMITED (CAGE K4055), located in Bodmin, United Kingdom. The critical requirement is that components must meet NPSL's directivity and Voltage Standing Wave Ratio (VSWR) specifications to achieve a less than 2% Probability of False Acceptance (PFA) and less than 15% Probability of False Rejection (PFR), in accordance with NAVAIR Instruction 17-35TR-01. Flann Microwave Limited has been identified as the only responsible source capable of manufacturing all required components to these exacting standards. Responses from interested parties demonstrating capability to meet the exact requirements must be submitted within fifteen (15) days of the publication date of April 22, 2026, to Mr. Justin Panecki at justin.p.panecki2.civ@us.navy.mil or (732) 228-1189.
This procurement carries no set-aside designation and is intended as a sole source award to the existing incumbent, FLANN MICROWAVE LIMITED. The parts list comprises 52 line items totaling approximately 271 individual components across four primary waveguide sizes (WG16/WR90, WG18/WR62, WG20/WR42, and WG22/WR28), including fixed attenuators at multiple attenuation levels, short flush adapters, ISO10012:2003 compliant calibration certificates, waveguide-to-coaxial adapters, end launch adapters, directional couplers, and coupling sets with hardware. No specific award value or budget range has been disclosed in the pre-solicitation notice. The government has indicated that while this is not a request for competitive proposals, all responses received within the fifteen-day window will be considered, and a final determination regarding whether to open the requirement to competition remains solely within the government's discretion. No formal solicitation will be released for this procurement.
