The Department of the Air Force Materiel Command Lifecycle Management Center is issuing a Request for Information on waveform governance analytical services with responses due July 10, 2026 at 1200 hours Eastern Time. This pre-solicitation market research (Solicitation Number C3NK06042026_2) seeks to understand contractor capability, market availability, technical characteristics, cost, and functionality of analytical services to support a comprehensive Department of War–wide trade study.
The government requires evaluation of historical case studies from past DoW and Air Force programs; comparison of existing governance models against current policy, specifically DoDI 4630.09, including Executive Agent versus Lead Service frameworks and System Program Office roles; assessment of how current and proposed governance structures support rapid fielding and continuous updating of AI/ML algorithms in cognitive radios and multi-function processors in alignment with 2026 DoW and DAF AI Strategies; recommendations for an optimal governance model with detailed analysis of pros, cons, and alternatives; and identification of lifecycle controls and Program Objective Memorandum submission requirements compliant with the May 1, 2026 CAPE Memorandum while ensuring quick, streamlined approval timelines.
Responses must be submitted as white papers in single-spaced Times New Roman 12-point font, one-inch margins, Microsoft Office Word compatible, not exceeding 15 pages or 10 megabytes. Respondents must include capability statements outlining methodology and a Rough Order of Magnitude cost and timeline. Submit to Laura-Leigh Churnside (laura_leigh.churnside@us.af.mil) and Christian Hayon (christian.hayon@us.af.mil). This RFI is for information purposes only and does not constitute a commitment to award a contract or issue a future RFP. All response costs are the respondent's responsibility.
