About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center (AFLCMC/C3N at Hanscom Air Force Base, Massachusetts) is issuing a Request for Information on analytical services for a comprehensive Business Case Analysis of Department of War waveform development and deployment strategies, with responses due by July 10, 2026 at 1200 hours Eastern Time.

The RFI (Solicitation Number C3N06042026) is market research preceding a formal solicitation. The Government seeks contractor capability, market availability, technical characteristics, cost, and functionality of analytical services to inform acquisition strategy and requirements definition. No contract obligation follows from responses, and respondents will not be compensated for submission costs or information provided.

The analysis must address seven core requirements: solicit and evaluate historical case studies from past DoW/Air Force radio and waveform programs; compare Government-funded porting approaches (AFTT, SADL, Link 16, AHFRM, ENTR V4) versus vendor-funded porting with licensing models (SATURN, SEDR, CDL); evaluate cost, schedule, and speed-to-field implications; develop sensitivity-based models analyzing operational scenarios with variables such as radio deployment quantities and software update frequency; recommend which model optimizes DoW flexibility and affordability; evaluate how proposed business models accommodate rapid AI/ML integration, continuous updating, and licensing without increasing vendor lock-in; and demonstrate alignment with the FY28-32 Program Review process requiring resource-neutral Change Proposals aligned with long-term affordability and 1% operational efficiency mandates from CAPE.

Responses must not exceed 15 pages, use Times New Roman 12-point font with one-inch margins, and be limited to 10 MB. Respondents must complete Appendices 1 and 2 with company information, capability statements in white paper format, and a Rough Order of Magnitude cost and timeline. Technical questions close June 19, 2026 at 1200 hours Eastern Time. Submit to Ms. Laura-Leigh Churnside (laura_leigh.churnside@us.af.mil) and Mr. Christian Hayon (christian.hayon@us.af.mil).
