About this opportunity

The U.S. Army Corps of Engineers Nashville District is conducting a sources sought announcement for market research purposes regarding the construction of a new, permanent access ramp at the Watts Bar Nuclear Plant in Spring City, Tennessee. This pre-solicitation notice seeks to identify qualified industry members capable of constructing a heavy-duty ramp designed to facilitate loading and unloading of critical equipment and materials transported via barge on the Tennessee River. The ramp must be engineered to withstand maximum anticipated loads associated with both historical deliveries and future removal operations, with specific consideration for approach wall beams intended for use at the new Chickamauga Lock. The project requires integration with existing infrastructure, including the existing laydown yard, with the new ramp extending from the yard toward the river channel. The government will use responses to make appropriate acquisition decisions and ensure adequate competition among potential contractors, with the type of set-aside determination dependent upon the sources sought responses. The response deadline is September 11, 2025.

This procurement opportunity does not utilize any set-aside designation, and no incumbent contractors or current service providers are identified in the notice. The project involves significant earthwork with 6,351.04 cubic yards of material to be excavated below the ordinary high-water mark and disposed of at a separate, pre-approved disposal area. The construction work limits are precisely defined by geographic coordinates, though uncertainties exist regarding buried utilities and potential powerline relocations that may impact the project scope. No specific contract values, budget ranges, or project timeline details are provided in this sources sought announcement. The opportunity falls under NAICS code 237990 for Other Heavy and Civil Engineering Construction and PSC code Y1PZ for Construction of Other Non-Building Facilities. Interested parties should note that any costs incurred in responding to this announcement will not be reimbursed by the government, and respondents will not be notified of government assessment results.
