About this opportunity

The Defense Logistics Agency Aviation is conducting market research through this pre-solicitation notice to identify qualified vendors capable of providing a waterjet abrasive cutting system with full turnkey installation services. The procurement seeks a single abrasive waterjet cutting machine system to be installed at Robins Air Force Base in Warner Robins, Georgia, with the capability to cut part outlines from aluminum, steel, titanium, and composite materials with a maximum material size of 15 feet by 7.5 feet. Key requirements include a 50-horsepower direct-drive pump maintaining 60,000 psi operating pressure, a single 5-axis cutting head capable of angles up to 60 degrees from vertical, Windows 11 CAD/CAM software compatible with CATIA and Solidworks, and a self-contained water recycling system with settling tank and chiller. Vendors must provide not only the waterjet equipment but also installation services including facility drainage modifications and a plexiglass separation wall, technical data, operator and maintenance training for up to ten personnel each, and three additional sets of OEM-defined consumable parts. The pre-solicitation notice explicitly states that responses are for information purposes only and do not constitute a binding commitment; vendors should submit capability statements not exceeding ten pages via email to avnipemarketresearch@dla.mil with the subject line "ATTN: 26-35-1001" by the February 13, 2026 deadline.

This pre-solicitation notice contains no set-aside designations and identifies no incumbent contractors or current award values. The procurement requires the waterjet system to meet strict precision specifications including 0.0015 inches per 3 feet linear positional accuracy, 0.001 inches repeatability, and 0.0025 inches circularity tolerance, with a transverse speed capability of 600 inches per minute and Z-axis travel of 24 inches. The contractor must provide a comprehensive Plan of Action and Milestones within 30 days of contract award and a CAD layout drawing within 60 days, demonstrating a structured implementation timeline. All equipment must comply with federal standards including OSHA 29 CFR 1910, NEMA electrical standards, NFPA codes, and ISO hydraulic and pneumatic system standards, with audible noise not exceeding 84 decibels. The anticipated evaluation criteria will focus on vendors' technical capability to meet the stringent performance specifications, experience with waterjet systems of this scale and complexity, and capacity to deliver integrated turnkey services including installation and training components.
