About this opportunity

The Department of Transportation Maritime Administration is conducting market research to identify potential contractors for comprehensive water supply and sewer services at the United States Merchant Marine Academy (USMMA) located in Kings Point, New York. This Sources Sought Notice is designed to evaluate market capability and determine whether the eventual formal solicitation will be restricted or issued as a set-aside; responses are not binding commitments but will inform procurement strategy. Interested parties must demonstrate capability to provide the entire water utility requirement for the Academy, with the NAICS code 926130 establishing a 250-employee small business size standard. The government is evaluating respondent qualifications through a detailed questionnaire addressing business size, small business program eligibility, pricing capability, existing GSA contracts, regulatory status, emergency response capabilities, and relevant experience with federal agencies and large campuses. All responses must be submitted to Contracting Officer Durba Ray at durba.ray@dot.gov no later than February 6, 2026, at 1:00 PM EST.

This is not a formal solicitation and therefore no set-aside designation has been applied at this stage. No current contractor or incumbent information is provided in this preliminary market research notice. Budget or award value information has not been disclosed in this Sources Sought Notice, as this document serves exclusively to gather market information rather than commit funding. The government is requesting detailed cost proposals including Firm-Fixed-Price unit pricing for potential five-year contract periods to support its market research evaluation. Respondents should be prepared to provide comprehensive information regarding their operational capabilities, New York State licensing and authorization, experience with federal installations, emergency response protocols, and estimated costs for the full scope of water and sewer utility services.
