This is an unrestricted, open-market solicitation with no set-aside.
Place of performance is 500 Foothill Boulevard, Salt Lake City, Utah 84148 (George E. Wahlen VA Medical Center). Services span a one-year base period (September 30, 2026 through September 29, 2027) plus four optional one-year extensions. The contract is firm-fixed price and includes routine water chemistry testing and preventive maintenance for four steam boilers (118,120 lb/hr total capacity), four cooling towers (approximately 3,500 tons combined), water softeners, dealkalizers, deaerators, reverse osmosis and deionizing units, and closed-loop glycol systems. Annual softener salt supply is approximately 800,000 pounds. Corrective maintenance is funded through a $10,000 annual parts allowance and separate labor at the contractor's fixed hourly rate, capped at 48 hours annually.
Technical qualifications are mandatory: contractors must hold Utah Division of Occupational and Professional Licensing registration; provide a designated chemist or chemical engineer with a Bachelor of Science in chemistry or related field, three years of water treatment experience, and current CWT or AMPP/NACE Corrosion Technologist certification; field all technicians with relevant certifications and three years of experience; and ensure all on-site personnel maintain current OSHA 10/30, Bloodborne Pathogens, and HazCom/GHS training.
