About this opportunity
The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH) Spokane Campus, issued this Special Notice on March 11, 2026, to announce its intent to award a sole-source contract to the City of Spokane for water, sewer, and garbage collection services at the NIOSH Spokane facility. The procurement will be conducted under FAR 6.302-1 (Only One Responsible Source) on a non-competitive basis, with an anticipated award date of April 1, 2026. This is not a competitive solicitation, and no proposals will be accepted; however, responses will be reviewed to determine whether a bona fide competitive source exists. All inquiries must be submitted in writing only to Ronalda Ohio at uex0@cdc.gov, and telephone inquiries will not be accepted.
The contract is for a 12-month period of performance and covers essential utility services including water supply, sewer infrastructure, and refuse collection for the NIOSH Spokane Campus. The sole-source justification is based on unique regulatory and geographical constraints that make the City of Spokane the only reasonably available source for these services. The response deadline is March 25, 2026, although responses are being solicited solely to confirm that no competing sources are available rather than to evaluate competitive bids. Contractors should note that this procurement opportunity is categorized under NAICS 221310 (Water Supply and Irrigation Systems) and PSC S114 (Utilities-Water), and no small business set-aside applies to this contract.
