About this opportunity

The U.S. Army Corps of Engineers, Portland District has issued a Special Notice (Solicitation Number W9127N26QA032) for water quality sampling and phytoplankton analysis services. This notice indicates the agency's intent to award a firm fixed price contract on a sole source basis to Aquatic Analysts, Inc. for phytoplankton analysis of water samples from the Lower Columbia Subbasin, Willamette Subbasin, and Rogue River Basin Reservoirs. The sole source justification is based on the contractor's unique specialized capability to identify and enumerate Pacific Northwest phytoplankton species, a service the agency has relied upon since 1985. The contract is classified under NAICS code 541380 (Testing Laboratories and Services) and PSC code F999 (Other Environmental Services). This procurement will not be posted as a competitive solicitation.

The Special Notice was posted on January 27, 2026, with a listed due date of February 12, 2026, though no competitive proposals are being solicited under this sole source action. The agency's procurement is justified under FAR 6.302-1 and DFARS 206.302-1, citing that only Aquatic Analysts, Inc. possesses the specialized taxonomic expertise required to meet the government's phytoplankton analysis requirements. While the notice indicates that all responsible sources may submit information, the government has already determined it will proceed with the sole source award to the incumbent contractor. There are no specific eligibility criteria for other contractors to participate, as this procurement is non-competitive and limited to the identified sole source. The size standard for this NAICS category is $19.0 million.
