About this opportunity

The Department of the Interior Bureau of Safety and Environmental Enforcement is conducting market research to procure a water quality monitoring system for the Ohmsett National Oil Spill Response Research & Renewable Energy Test Facility. This Sources Sought Notice seeks information on products equal to or comparable to the UV-6201 ChemScan system manufactured by In-Situ, Inc. The Government requires a continuous, real-time UV spectrophotometric water quality analysis system with multi-parameter capability, automated fouling mitigation, real-time data output, and full SCADA system compatibility using industry-standard protocols such as Modbus TCP/IP or OPC. The anticipated scope includes system design and configuration, manufacture or supply of the monitoring unit, delivery, on-site installation, SCADA integration, calibration, commissioning, testing, technical documentation, and training as needed. Interested vendors must submit responses by February 23, 2026, though this notice is for market research purposes only and does not constitute a commitment to award a contract; the Government will not reimburse costs associated with responses.

This opportunity carries no set-aside designation and is open to all eligible vendors. The UV-6201 ChemShcan manufactured by In-Situ, Inc. is identified as the current baseline product against which comparable systems will be evaluated. The notice does not specify an anticipated award value or budget range, nor does it detail the exact quantity of units required or the timeline for service delivery and commissioning. Vendors responding to this pre-solicitation should ensure their proposed systems meet all salient characteristics and are capable of supporting automated control logic and alarm integration within the existing SCADA infrastructure at the Ohmsett Facility, with demonstrated technical support for configuration and commissioning.

1. Purpose:
This is a Sources Sought Notice issued for market research purposes only in accordance with FAR Part 10. This notice is not a solicitation and does not constitute a commitment by the Government to award a contract. The Government is conducting market research to determine whether sources other than the manufacturer of the UV-6201 ChemScan (In-Situ, Inc.) can provide a comparable water quality monitoring system meeting the requirements described below. The Government will not reimburse for cost associated with responses.

2. Requirement Overview:
The Government intends to procure a water quality monitoring system for installation at the Ohmsett National Oil Spill Response Research & Renewable Energy Test Facility.
The anticipated scope may include:
-System design/configuration tailored to the Ohmsett Facility operations
-Manufacture or supply of the monitoring unit
-Delivery and on-site installation
-Integration with existing SCADA automation systems
-Calibration, commissioning, and testing
-Technical documentation and training (if required)
The Government is seeking information on products equal to the UV-6201 capable of meeting these requirements.

3. Minimum Salient Characteristics:
Any proposed "equal" product must meet or exceed the following:
-Continuous, real-time UV spectrophotometric water quality analysis
-Multi-parameter capability suitable for operational water monitoring
-Suitable for continuous deployment in an operational test facility environment
-Automated fouling mitigation/cleaning capability
-Real-time data output and logging functionality
-Full compatibility with existing SCADA systems at the Ohmsett Facility
-Ability to transmit data via industry-standard protocols (e.g., Modbus TCP/IP, OPC, or equivalent)
-Capability to support automated control logic and alarm integration within SCADA
-Technical support for configuration and commissioning within existing control architecture
-Compliance with applicable electrical and environmental standards

Vendors must clearly demonstrate how their product meets or exceeds each characteristic.

4. Response Requirements:
Interested vendors shall submit a capability statement (maximum 8 pages) including:
1. Company name, UEI, CAGE code (if applicable), and business size status
2. Description of proposed product
3. Technical specifications demonstrating compliance with all salient characteristics
4. Description of prior experience integrating monitoring systems into SCADA-controlled environments
5. Identification of commercial vs. non-commercial components (if applicable)
6. Estimated lead times

Generic capability statements that do not address the specific requirements above will not be considered sufficient for market research purposes.

5. Submission Instructions:
Responses are due no later than February 23, 2026.
Submit electronically via email to:
William Rilee at william.rilee@bsee.gov
Subject Line: "DOIEFBO260002 Sources Sought Water Quality Monitoring System (Ohmsett)"

6. Disclaimer
