About this opportunity

The General Services Administration (GSA) Public Buildings Service is seeking information from qualified contractors to develop Water Management Plans (WMPs) compliant with ASHRAE Standard 188 and Guideline 12 for 180 federal buildings nationwide. The WMPs must meet minimum legionellosis risk management requirements and focus on monitoring, testing, and maintenance of building water systems, including chlorine level and temperature testing at point of use outlets, cleaning and replacing aerators and showerheads, and validation testing of equipment. Key requirements include compliance with GSA Order PBS 1000.7B, the Desk Guide for Water Quality Management, ASHRAE 188, ASHRAE Guideline 12, CDC guidance, and related publications. Respondents must submit a cover sheet with company information followed by responses to six questionnaire items addressing ASHRAE 188 experience, building type experience, team expertise in water treatment, engineering, and microbiology, technical certifications such as ASSE or sanitary engineer credentials, familiarity with GSA-provided reporting templates, and years of relevant experience. The deadline for submitting responses is 4:00 PM EST on May 11, 2026, and responses should be emailed to kalish.poole@gsa.gov and diana.weiss@gsa.gov.

This is a Request for Information (RFI) issued for market research and acquisition planning purposes, and no contract will be awarded from this notice. No set-aside designations are applicable to this opportunity. The RFI does not identify any current contractors or potential incumbents, nor does it specify an award value or budget range at this preliminary stage. The scope encompasses 180 federal buildings nationwide, indicating the substantial scale of the anticipated procurement. Respondents should note that the government will not reimburse costs associated with preparing RFI responses, and all interested parties are encouraged to submit their qualifications by the established deadline to position themselves for potential future contract opportunities related to this initiative.
