About this opportunity

The Defense Health Agency is seeking a contractor to provide water purification systems preventative maintenance services for the Naval Medical Center Portsmouth (NMCP) Dialysis unit. The procurement involves carbon tank exchange services and specialized water testing, specifically AAMI (Association for the Advancement of Medical Instrumentation) and LAL (Limulus Amebocyte Lysate) testing for the dialysis water purification system. The government has issued a Notice of Intent to award this as a sole source contract to Hydrologix Inc., asserting they are the only company capable of providing the necessary equipment, parts, labor, and consumables for this specialized maintenance work. Interested parties who believe they can demonstrate that competition would be advantageous and cost-effective are invited to submit evidence to Contract Specialist Kimberly Bunn by August 6, 2025. The current contract expires on October 1, 2025, creating an urgent timeline for contract transition.

This opportunity does not include any set-aside designations and appears targeted for full and open competition pending any successful challenges to the sole source justification. Hydrologix Inc. is identified as both the intended awardee and likely incumbent contractor, having provided these services under the expiring contract. The proposed contract structure includes a base year running from October 1, 2025, through September 30, 2026, followed by four additional option years, potentially extending the total contract performance through 2030. The contract will be structured as a Firm-Fixed-Price arrangement, though specific dollar values are not disclosed in the notice. The specialized nature of dialysis water purification maintenance, requiring compliance with strict medical industry standards for water quality testing, appears to be the primary justification for the government's position that only one contractor can meet these requirements.
