About this opportunity

The U.S. Fish and Wildlife Service is soliciting quotes for invasive species treatment, specifically herbicide application services to control Chinese tallow trees at Coldwater River National Wildlife Refuge in Mississippi. The contractor must provide all personnel, equipment, herbicides, and labor necessary to treat 56 acres of invasive vegetation, with the objective of treating 100% of targeted vegetation and achieving 95% control four months post-treatment. Key requirements include employing a licensed herbicide applicator on each ground crew, utilizing only pre-approved herbicides, submitting bi-weekly progress reports with GPS tracking documentation, and avoiding damage to native vegetation and wildlife. The government will evaluate offers based on best value, with past performance and technical factors weighted more heavily than price. The solicitation (140FS326Q0010) was posted on December 3, 2025, with quotes due by December 22, 2025, at 2:00 PM Eastern Standard Time, and the contract period of performance extends from award through September 30, 2026.

This is a 100% Total Small Business Set Aside with a small business size standard of $11.5 million under NAICS code 115310 (Support Activities for Forestry). No incumbent contractor or current contract value is identified in the solicitation documents. The contract is structured as a firm fixed-price arrangement billed by completed acres, with work to be performed at the North Mississippi Refuges in Grenada/Crowder, Mississippi, during the growing season within a closed waterfowl sanctuary where access is limited to designated levees. Contractors must maintain active registration in the System for Award Management (SAM) and subsequently register with the U.S. Department of the Treasury's Invoice Processing Platform (IPP) to submit payment requests. All personnel performing herbicide application work must comply with applicable wage determinations, which mandate a minimum wage of $17.75 per hour as of 2025, along with standard benefits including health and welfare compensation.
