About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 21, is soliciting responses to determine whether to conduct a competitive procurement or proceed with a sole source award to Marvel Water LLC for water filtration tank upgrades at VA Southern Nevada Healthcare System, with responses due July 1, 2026 at 4:00 PM Pacific Time.
Place of performance is North Las Vegas, Nevada (6900 N Pecos Road, North Las Vegas, NV 89086). The procurement calls for deinstallation, disposal, and replacement of reverse osmosis carbon filter tanks serving the Hemodialysis Clinic and Sterile Processing Service with AGC40-XI Catalytic Carbon Filter tanks compliant with ANSI/AAMI ST108:2023. Failed water quality testing would result in facility-wide impacts up to and including inability to see patients onsite. Marvel Water LLC currently performs weekly disinfection and water sample testing required to maintain the standard; adjustments to equipment by any other vendor could disrupt this schedule, which the agency deems unacceptable.
The contractor must furnish all labor, materials, equipment, site preparation, plumbing, electrical work, and utility connections; provide two sets of clinical and technical manuals and RO conformance statements; and deliver equipment warranty of minimum 12 months for parts and labor. Work is performed during normal hours (0730–1600 Monday through Friday) and must comply with VA standards, NFPA-99, FDA, OSHA, and Joint Commission requirements. The NAICS code is 221310, Water Supply and Irrigation Systems; PSC is 4610, Water Purification Equipment. The estimated contract value is $41 million, with 50% deposit required prior to construction start and the remaining balance due upon completion and system certification. Responses should be submitted to Dennis Fennelly at dennis.fennelly@va.gov and will be evaluated solely to determine competitive procurement feasibility; if no responses are received, the government will proceed with sole source acquisition.
Notice text
The Hemodialysis Clinic and Sterile Processing Service (SPS) at VA Southern Nevada Healthcare System (VASNHS) have a need to replace the current reverse osmosis (RO) carbon filter tanks in use and replace them with new Catalytic Carbon Filter Tanks.
Failed water quality testing would lead to facility wide impacts up to and including inability to see patients onsite. Weekly disinfection and water sample testing completed by Marvel Water LLC, is required for the Hemodialysis Clinic to maintain the ANSI/AAMI ST108:2023 standard, and adjustments to the equipment, if performed by any other vendor could disrupt the disinfection/testing schedule which would be unacceptable.
Any responsible source that feels it is capable in performing this requirement may submit a quote for the listed items from the solicitation and describe and/or submit documentation to support your capabilities. The response will be considered by the agency. Responses should be submitted to Dennis Fennelly at dennis.fennelly@va.gov no later than Wednesday, July 1st, 2026, at 4:00 PM Pacific Time, to be considered. The Government will not pay for information submitted. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the government will proceed with the Sole Source acquisition.
