About this opportunity

The Department of the Interior's Bureau of Reclamation has issued a Special Notice for a noncompetitive sole source solicitation (Request for Quote No. 140R3025Q0028) targeting the Water Education Foundation (WEF) for Colorado River education services. The solicitation is being advertised under Federal Acquisition Regulation (FAR) sections 13 and 6.302-1, indicating a unique procurement approach. The agency has determined that WEF is the only responsible source capable of fulfilling their specific requirements for Colorado River-related educational initiatives. Located in Sacramento, California, WEF falls under the NAICS category 813312 for Environment Conservation and Wildlife Organizations, with a small business size standard of $19.5 million in average annual receipts. The solicitation is specifically for services to be completed on-site at the Colorado River and Water Education Foundation locations.

The primary objective of this Special Notice is to secure comprehensive Colorado River education services, including producing in-depth online articles, creating conference proceedings from the Colorado River Symposium, and developing an annual river tour. The contract is set to be awarded on 03/07/2025, with services commencing on 03/10/2025 and continuing through 12/31/2025 as a firm fixed-price order. While the solicitation is technically a sole source procurement, the Bureau of Reclamation is still inviting all responsible sources to submit capability statements, proposals, or quotations by 03/06/2025. Interested contractors must provide detailed explanations and evidence demonstrating their ability to perform the specified services in the required location. Submission documents should comprehensively address how the contractor can meet the unique educational and informational needs related to the Colorado River. Additional information and the Justification and Approval for using noncompetitive procedures will be posted on the SAM.gov website, and contractors with questions can contact Ms. Jessie Conden via email at jconden@usbr.gov.
