About this opportunity
The Department of Agriculture Agricultural Research Service seeks water and wastewater superintendent services for the Beltsville Agricultural Research Center, with quotations due July 8, 2026. This is an unrestricted RFQ open to all responsible sources; no set-aside applies.
Place of performance is Beltsville, Maryland. The contracting company must demonstrate ten years in business with ten years performing similar supervision and operations/maintenance contracts for water and wastewater systems. A deputy superintendent with at least five years of similar experience must be available during the primary superintendent's absence. All contractor employees must comply with ARS security requirements, obtain identification badges, and hold OSHA certification (supervisors: 30-hour training; other employees: 10-hour construction safety training). The superintendent must respond to emergencies within two hours and serve as primary point of contact with the Maryland Department of the Environment for permit-related reporting.
The contract period is ninety days (August 21–November 20, 2026) with one renewable ninety-day option (November 21, 2026–February 20, 2027). Award will be made as a firm fixed-price purchase order to the single contractor offering best value. Evaluation prioritizes technical approach over price. The offeror's Statement of Qualifications is limited to 25 pages excluding resumes and licenses. A mandatory site visit is scheduled for June 22, 2026, at 9:00 a.m. at Building 426, Powder Mill Road. Questions are due June 29, 2026, by 4:00 p.m. Eastern Time. Prices must remain firm for 90 calendar days from submission. Past performance must be rated acceptable or neutral, with federal facility experience weighted more favorably than private sector experience. Service Contract Act prevailing wage rates apply.
