WATER AND SOIL SAMPLE DATA VALIDATION USING EPA METHODS

The U.S. Geological Survey, MD/DE/DC Water Science Center, is completing Phase II of a study of low flow and storm water filtered sediments, bed sediments, large volume (LV) storm water and LV storm water filtered sediments collected and analyzed for PCB Congeners, PCB Aroclors, organochlorine pesticides, polycyclic aromatic hydrocarbons (PAH), alkylated PAH compounds, and metals. Contract services are required to perform full validation (EPA Stage 3 and EPA Stage 4) on all data collected for this project, except for field blanks. Field blanks will receive a cursory review as they are only used to evaluate the potential effects of field contamination. Verification of the electronic data deliverables (EDDs) against the laboratory report and addition of data validation qualifiers to the EDDs are included in the validation. Refer to the performance work statement for further detail.

This shall be a firm fixed-price purchase order with a performance period of 09/01/2023 to 12/01/2024. The acquisition is being conducted under the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, and set-aside for small businesses. The NAICS code is 541620, Environmental Consulting Services, Size Standard $19 million.

The award will be made to the offer that provides the best value to Government based on technical qualifications, past performance and price. RFQ Sections E.4. and E.5. provide instructions and evaluation factors, respectively. Vendors must be registered at https://www.sam.gov/ to be awarded the contract.

The deadline for quote packages is July 19, 2023. Quote packages MUST be emailed to sruggles@usgs.gov; questions to the same address.
