About this opportunity
The Department of the Army Corps of Engineers Engineering District Sacramento is seeking a Design-Build (D-B) contractor to perform comprehensive repairs and renovation of the Wastewater Treatment Plant (WWTP) at the Tracy Defense Distribution Depot in California. The solicitation requires a qualified contractor to design and construct repairs for the 0.5 million gallon per day facility while maintaining continuous operational status during construction. Key contract objectives include preparing technical requirements, cost estimates, technical specifications, and design drawings to complete the renovation using industry-standard materials and efficient practices. The proposal must demonstrate the contractor's ability to evaluate and determine phasing requirements that allow uninterrupted plant operations throughout the construction process. The solicitation was posted on November 8, 2024, with proposals due by December 16, 2024, giving potential bidders approximately five weeks to prepare and submit comprehensive design and construction plans.
The contract is not designated for any specific set-aside category and is classified under NAICS category 237110 for Water and Sewer Line and Related Structures Construction. The place of performance is located at 25600 S. Chrisman Rd., Tracy, CA 95304, which is the current site of the existing wastewater treatment plant. While specific budget ranges are not explicitly stated in the solicitation, the project involves a complete facility renovation requiring significant engineering and construction expertise. The project's primary goal is to meet the operational requirements of the Army by delivering a fully functional, upgraded wastewater treatment facility. The contract will require comprehensive labor, equipment, and material procurement to successfully design and construct the renovated facility, with an emphasis on maintaining the plant's operational capabilities throughout the entire construction process.
