NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT


Department of Homeland Security, Customs and Border Protection (CBP), on the behalf of the Facilities, Management & Engineering, Border Patrol Air & Marine (BPAM) Program Management Office (PMO), intends to negotiate a sole-source award for a 5 year (Base Year plus four 1 year Option periods) for BioFiltro's BIDA System to treat wastewater at the Border Patrol Stations at Calexico, California and Highway 111, North of Niland. The Bida System is an environmentally friendly process that will allow the Border Patrol Facilities to handle wastewater treatment in a system that is sludge free, eliminating the need to have sludge removed and shipped out. The current wastewater treatment system requires weekly sludge removal. The Government decided on the BIDA System after reviewing processes by other companies.


The Government's need is for a service to remove contaminates from sewage and industrial wastewater through a physical and biological process that is safe for the environment and preferably 'sludge free' with less operational cost than the current system.


The system will need to service the 26,080sf facility for approximately 500 personnel. An above ground modular water treatment system with the following operational requirements is required:


Compliant with Title 22 of the California Code of Regulations


Operates a flow rate of 150 gallons per minute with at least 7000 gallons per day


Has a fire flow rate of 3000 gallons per minute


Requires a small footprint for unit location (approx. 1000st)


Low energy demand, minimal maintenance frequency and cost.


This acquisition will be conducted under the authority of 41 United States Code (U.S.C.)253(c)(1) as set forth in Federal Acquisition Regulation (FAR) 6.302- 1(a)(2)(i)(A)(B).
