About this opportunity

Paragraph 1:

The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and award a Cost-Plus Fixed Fee (CPFF) contract to DCS Corporation to integrate Weaponeering and Stores Planning (WASP) 5.3 Legacy software capabilities into the Joint Mission Planning System - Maritime (JMPS-M) Next Generation Naval Mission Planning System (NGNMPS) software. The NGNMPS WASP Legacy software will implement minor software defects, new weapons and NATIP/NATOPS updates into the legacy JMPS-M and provide collaborative mission planning capability to fleet users, including support of the Offensive Anti-Surface Warfare (OASuW) mission. The contract is being pursued on a sole source basis under the authority of 10 U.S.C. 2304 (c)(1), as DCS has extensive experience and proficiency with the WASP code, database, and applications. Responses to this pre-solicitation notice should be submitted by April 5, 2024.

Paragraph 2:

This procurement is not set aside for any specific business category. The main NAICS code is 541330 (Engineering Services) and the PSC code is AG35 (Research and Development - Engineering and Technology). DCS Corporation is the incumbent contractor and has developed and delivered all previous WASP versions for both U.S. and Foreign Military Sales (FMS) customers. The estimated value of the contract is not provided, but the Government notes that selection of any other contractor would result in substantial duplication of cost that is not expected to be recovered through competition.
