The purpose of this contract is for WMATA to provide SmartBenefits® to MCC employees in accordance with the Federal Employees Clean Air Incentives Act, Public Law 102-486. The purpose of which is to provide for the establishment of programs to encourage Federal employees to commute by means other than single-occupancy motor vehicles. WMATA is the only source available for this service. WMATA has no "authorized Resellers".
This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a). Interested parties may identify their interest and capability to respond to the requirement or submit proposals.

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination not to compete this proposed contract action is solely within the discretion of the Government.
Any quotation/response must be e-mailed to Raymond Staniewski (staniewskirj@mcc.gov) and Maxwell Sarpong (sarpongmb@mcc.gov) by 08:00 AM Eastern Time on July 27, 2019. Phone calls/voice mail messages shall not be accepted and will not be returned.
