About this opportunity
The Defense Logistics Agency Land and Maritime Pearl Harbor is procuring one EDRO Model DS16-SUB washer-extractor, a specialized 16-pound capacity front-loading washing machine specifically designed for U.S. Navy submarine use. This commercial laundry equipment measures 24"W x 26"D x 34"H and operates on 450 VAC, 3 phase, 60 Hz power. The procurement is being conducted under Federal Acquisition Regulation Parts 12 and 13 for commercial items using simplified acquisition procedures, with vendors required to be registered in the System for Award Management (SAM) database and provide manufacturer names in their quotes. The contract will be awarded on a lowest price, technically acceptable basis to qualified vendors who can meet all specifications and requirements. Quotes are due by 12:00 PM Hawaii Standard Time on August 12, 2025, and must be submitted to the contracting officer at angela.morrelli.civ@us.navy.mil with the solicitation number SPMYM4-25-Q-0745 in the subject line.
This solicitation is designated as a 100% small business set-aside under the Total Small Business program, restricting competition to qualified small business vendors operating under NAICS code 333310 (Commercial and Service Industry Machinery Manufacturing). The procurement appears to be a brand name acquisition from Edro Corporation located in East Berlin, Connecticut, as this specific washer-extractor model was developed exclusively for U.S. Navy submarine applications and requires modification of the ship's laundry space for installation. The delivery is scheduled for September 8, 2025, to DLA Distribution at Joint Base Pearl Harbor-Hickam, Hawaii. The urgent timeline stems from the need to complete the S/A 688BCL Ship Alteration project (S/A 464D), test the new unit shipboard, and maintain scheduling flexibility. The acquisition falls under the simplified acquisition threshold and is being justified as other than full and open competition due to the specialized nature of the submarine-specific equipment requirements.
