SYNOPSIS
Wards Auto Intelligence Subscription
The U.S. Environmental Protection Agency (EPA), Assessment and Standards Division (ASD), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to purchase an annual subscription to Wards Auto Intelligence Subscription The OAR NVFEL SACO anticipates awarding a single firm-fixed-price (FFP) contract with options, to Wards Auto. EPA has identified Wards Auto as the only contractor able to meet the requirements of this acquisition.
The EPA’s National Vehicle and Fuel Emissions Laboratory intends to award a contract on a limited source basis for a subscription to the wardsauto.com intelligence subscription website at the Intelligence Reports Level (includes Outlook quarterly presentations and Intelligence Reports. Data obtained from this subscription will be used with data from the EPA’s Verify database to create the input files for the OMEGA model. The OMEGA model is used to create CO2 standards for light duty vehicle.
The Wards Auto Intelligence online subscription data center provides access to data on vehicle technologies, vehicle models, engine specifications, and volumes on specific models produced. The upgraded services also provide quarterly Intelligence Reports and data presentations. The EPA requires desktop access for five (5) users to the Wards Intelligence Subscription Web/Online service for one (1) year with an option to renew the subscription for four (4) additional option years for five (5) users each year.
Wards Intelligence provides details on manufacturers’ engines that are not available from other sources. These details for engines include the type of valve timing, the type of the fuel injection, type of rollers, type of aspiration, material for the engine, volume of engines produced, the layout, the bore and stroke, compression ratio, performance, torque, and models in which the engine is installed. Wards also provides volumes and detailed specifications on individual light-duty vehicle models. The EPA is aware of just the single source identified that is capable of fulfilling the need described above and has been unable to locate additional sources who can meet our needs.
This procurement will be accomplished under the simplified and commercial item procedures under FAR Part 12 and 13. Interested firms may identify their interest and capability to respond to the requirements within 15 calendar days of the date of publication of this notice. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.

This documentation shall establish the respondent has the ability to meet all the requirements identified above, and shall cite specific examples of previous similar work, including client names and contact information.
