About this opportunity

The Western Area Power Administration (WAPA), a component of the Department of Energy, is soliciting quotations for specialized electrical transmission wire for the Hilken Substation project in Wilton, North Dakota. The procurement involves 16,000 feet of 954 MCM 45/7 ACSR wire, to be delivered on two 8,000-foot non-returnable steel reels. The government intends to award a single, firm fixed-price delivery order to the most advantageous small business quotation based on technical specifications and pricing. Quotations must be submitted electronically to Contracting Specialist Dusty Akom by May 30, 2025, at 10:00 AM local time. To be considered, vendors must provide a signed SF 1449, complete unit pricing, estimated delivery dates, and detailed product specifications, with pricing remaining valid for a minimum of 60 days from the solicitation close.

This solicitation is a 100% small business set-aside under NAICS code 331420, with a size standard of 1,050 employees. The wire must meet specific technical requirements, including an aluminum conductor with a steel reinforced core, and standard surface finish as clarified in Amendment 0001. Contractor personnel accessing federal facilities must possess a REAL ID-compliant identification card. The place of performance is located in Wilton, North Dakota, with delivery terms specified as FOB destination. While a specific award value is not explicitly stated, the procurement involves precise technical specifications for electrical transmission infrastructure, suggesting a focused and potentially significant infrastructure upgrade project for the Upper Great Plains Region.
