About this opportunity

The Department of Energy's Western Area Power Administration (WAPA) has issued a Request for Information (RFI) to assess the availability and capability of small businesses to provide general facilities construction, renovation, repair, alteration, demolition, and remediation services across Arizona, California, and Nevada. This RFI is strictly for market research purposes and does not constitute a formal solicitation, obligation, or commitment by the government. The prospective Multiple Award Task Order Contract (MATOC) will cover work on various facility types including operational support buildings, substations, communication towers, warehouses, and commercial properties within WAPA's Desert Southwest Region (DSW) and Sierra Nevada Region (SNR). Contractors must demonstrate capability to perform work across multiple construction trades such as plumbing, HVAC, electrical, masonry, carpentry, roofing, concrete, excavation, and hazardous material removal, while maintaining compliance with all applicable local, state, and federal regulations. The RFI was posted on November 21, 2025, with a response deadline of December 5, 2025. While specific evaluation criteria have not been detailed in this pre-solicitation notice, interested parties should expect assessment based on their technical qualifications, past performance, and capacity to deliver services across the multi-state geographic scope.

The procurement carries no set-aside designation and is open to all qualified contractors. No incumbent contractor information or potential award values have been disclosed in this preliminary notice. The DSW region encompasses Arizona and portions of southern California and southern Nevada, with responsibility for over 40 substations, while the SNR region covers northern and central California and portions of Nevada with 18 substations requiring maintenance and construction support. The contract will operate on an as-needed basis, meaning specific project timelines and volumes will be determined through individual task orders issued under the MATOC framework. Although no budget range has been established at this stage, the scope encompasses multiple facility types and geographic locations, suggesting significant long-term contracting potential. Prospective bidders should monitor for the formal solicitation announcement, which will follow WAPA's market research analysis of the responses to this RFI.
