About this opportunity
This pre-solicitation notice seeks potential sources for a two-phased project to replace approximately 75,000 linear feet of direct burial electrical cable infrastructure at the National Aeronautics and Space Administration's Wallops Flight Facility in Virginia. The Goddard Space Flight Center will replace aging cable with new cable installed in conduit using directional boring, replace thirty-five air switches with SF6 gas switches, and create redundant feeders and looped circuits. The statement of work outlines the 18-month timeline for phase one and 15-month timeline for phase two. The notice is seeking information from potential sources through November 23, 2020 under reference number SSWRMBEI10282020.
The project is set aside for total small businesses. It involves upgrading the last portion of the existing 2400V airfield system to a 12,470V system, and replacing the existing 15kV backbone feeder throughout the main base with 4/0 AWG feeders. Key details include replacing over 75,000 linear feet of cable infrastructure over the two phases from January 2021 through July 2023, with an estimated value of over $10 million.
Notice text
The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) Wallops Flight Facility (WFF) is hereby soliciting information about potential sources for a project that will be broken into two phases. This project will replace approximately 40,000 linear feet (6.6 miles) of direct burial cable with a new electrical power feeder in conduit using directional boring technology. The work will also include replacing approximately 36 live front air switches throughout the Main Base with more reliable and safer SF6 gas switches. In addition, redundant feeders and looped circuits will be created as part of this project to allow for more flexibility and resiliency during power outages and system maintenance. In order to create the looped circuits the last remaining portion of the old 2400V system that serves the airfield will require upgrading to a 12,470 V, 3-Wire system. This includes replacing all direct burial cables, sectionalized switches, transformers, and other related equipment that make up the 2400 V system. The existing backbone feeder throughout the Main Base is 15 kV, 4/0 AWG copper with the exception of a few sections of the system. These remaining portions shall be replaced with 4/0 AWG feeders.
