About this opportunity
The U.S. Fish and Wildlife Service is procuring bulk fuel delivery services for Turnbull National Wildlife Refuge in Cheney, Washington, through a Request for Quotation (RFQ) for a multiple-award Blanket Purchase Agreement. The solicitation seeks vendors capable of delivering both regular unleaded gasoline (87 octane) and diesel fuel (#2, clear) to the refuge's bulk fuel tanks. Award will be made to up to three vendors using a trade-off evaluation method that considers price, technical capability, and past performance (with no terminations for default as a favorable factor). Quotations must be submitted via email to kathryn_coltran@fws.gov by the current due date of March 19, 2026 at 5:00 PM ET, with solicitation questions due by March 17, 2026 at 5:00 PM ET. All offerors must be registered in the System for Award Management (SAM) as active vendors by the time of award and must provide their Unique Entity Identifier (UEI) number, point of contact information, and pricing for both fuel types.
This procurement was originally a total small business set-aside but was reopened to all interested and eligible offerors under Amendment 2. The anticipated contract period runs from March 20, 2026 through December 31, 2029, with an estimated annual fuel requirement of approximately 6,000 gallons to be delivered four to six times per year. Deliveries are restricted to normal business hours (Monday through Friday, 8:00 AM to 4:00 PM) at Turnbull NWR, located at 26010 S Smith Road, Cheney, Washington 99004. Vendors may establish a minimum delivery quantity of up to 200 gallons and must not fill tanks above 90 percent capacity. Invoices not exceeding the $10,000 micro-purchase threshold will be paid via government purchase card or electronic funds transfer, while larger invoices must be submitted through the Internet Payment Platform at https://www.ipp.gov.
