About this opportunity
The Iowa Army National Guard is seeking technical instruction services for a Clandestine Laboratory Safety Training Course through the Midwest Counterdrug Training Center. The procurement will provide specialized training for up to 40 law enforcement officers in clan lab safety, covering topics such as chemical handling, site control, decontamination, and personal protective equipment protocols. Instructor qualifications are stringent, requiring at least 15 years of law enforcement experience and 10 years of clan lab team experience, with the course designed to be equivalent to the DEA's Clandestine Laboratory Safety Certification program. The Sources Sought Response Form must be completed and returned by March 31, 2025, at 10:00 am central time, with the government using these responses to potentially revise the Performance Work Statement (PWS), determine appropriate contract set-asides, and establish solicitation response timelines. Evaluation criteria will focus on the vendor's ability to meet detailed technical training requirements and provide comprehensive safety instruction.
The contract is designated as a Total Small Business set-aside with a base period of approximately 10 months and four potential 12-month option periods. During the base period, contractors will be expected to conduct four course iterations, with potential for up to eight iterations per option period. The contractor must provide extensive equipment including 20 self-contained breathing apparatus, chemical suits, respirators, and various safety assessment tools. Course locations will be distributed across the Midwest Counterdrug Training Center service area, with approximately one-third of iterations held at the main campus in Camp Dodge, Iowa. While specific award value is not disclosed, the multi-year contract structure and comprehensive training requirements suggest a significant investment in specialized law enforcement safety education. The training will be categorized under NAICS code 611699 (All Other Miscellaneous Schools and Instruction) and PSC code U006 (Education/Training-Vocational/Technical).
