About this opportunity
The U.S. Army Corps of Engineers, Vicksburg District, issued Special Notice W912EE26BA003 on January 29, 2026, regarding the consolidation of dredging requirements across multiple river systems. This is an informational notice of consolidation, not a request for proposals or invitation for bids, and a separate solicitation will follow. The announcement concerns the planned consolidation of construction and maintenance dredging work at multiple discrete sites on the Mississippi River, Red River, and Ouachita-Black Rivers into a single procurement. The work requires furnishing and operating one cutterhead hydraulic pipeline dredge with a minimum 24-inch diameter, fully staffed with attendant plant and personnel, capable of operating with a draft not exceeding 9 feet. The estimated contract value is $12,000,000 with a construction period not to exceed 365 calendar days.
The Vicksburg District justified the consolidation through comprehensive market research and cost-benefit analysis, demonstrating quantifiable cost savings exceeding $2.13 million—substantially surpassing the 10 percent threshold required for consolidation justification. The consolidation reduces the acquisition cycle time from 630 days to 90 days and generates significant administrative and labor savings by minimizing mobilization, demobilization, and contract oversight expenses. The procurement will be advertised unrestricted to all eligible businesses under NAICS code 237990 (Other Heavy and Civil Engineering Construction; Dredging and Surface Cleanup Activities) with a $37 million small business size standard. Market research identified four large businesses capable of performing the specialized work; however, small business participation opportunities are limited due to specialized equipment requirements and geographical constraints on subcontracting. Interested contractors should note that the due date for the forthcoming solicitation is February 12, 2026, and should monitor for the separate request for proposals that will follow this informational notice.
