About this opportunity
The Department of the Army Corps of Engineers Engineering District Fort Worth is procuring construction services for the Modified Central City North Bypass Channel project in Fort Worth, Texas through a traditional Design-Bid-Build process. The project requires construction of approximately 3,900 feet of bypass channel featuring a floodwall on the east side and an earthen levee on the west side, along with flood risk management infrastructure, pedestrian facilities, parks, and stormwater systems. To be eligible for contract award, firms must be registered with the System for Award Management (SAM) database, and all responsible sources are permitted to submit proposals. The evaluation will consider firms' ability to coordinate with multiple public and private stakeholders, perform complex blasting and dewatering operations, and manage construction in active and congested urban areas. The pre-solicitation notice was posted on March 13, 2026, with a deadline for submitting questions on March 29, 2026, and the formal solicitation is anticipated to be issued around March 30, 2026, with contract award expected in August 2026.
This acquisition involves no set-aside designations and is classified as an unrestricted firm fixed-price contract under NAICS code 237990 with a small business size standard of $45.0 million. The estimated project value ranges between $100 million and $250 million, making this a substantial federal construction undertaking subject to World Trade Organization Government Procurement Agreement and Free Trade Agreement requirements. No incumbent contractor is identified in this pre-solicitation notice. The successful contractor must complete the project within 910 days from the Notice to Proceed, requiring significant planning and coordination capabilities to manage the extended timeline and complex stakeholder environment inherent to this urban flood risk management initiative.
