About this opportunity

The Department of the Army Corps of Engineers Engineering District Alaska is procuring design-build services to repair the storm drain system for Runway 7-25 at Fort Wainwright, Alaska. The project addresses critical drainage issues that currently cause water ponding around the airfield, creating bird attractant conditions that pose hazards to aircraft operations. The scope includes designing and constructing infiltration basins, replacing existing catch basins, manholes, and storm drain pipes, demolishing underground infrastructure, and installing permeable materials such as cobblestone infiltration material. All work must comply with United Facilities Criteria (UFC) and Federal Aviation Administration (FAA) standards along with other applicable codes and regulations. The procurement will use a Best Value Trade Off Source Selection methodology, with proposal submissions due by October 20, 2025.

This opportunity is designated as a 100% Small Business Set Aside under NAICS code 237110 (Water and Sewer Line and Related Structures Construction), restricting competition to qualifying small business entities. The project is structured as a two-phase design-build initiative that will be performed at Fort Wainwright in Fairbanks, Alaska. While specific contract values and timelines are not disclosed in the solicitation notice, the comprehensive nature of the drainage system overhaul suggests a substantial infrastructure project. The work location presents unique challenges given Alaska's climate conditions and the specialized requirements for airfield drainage systems. No incumbent contractors or previous award values are mentioned in the available solicitation details.
