About this opportunity

The United States Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Office of the Project Manager for Combat Ammunition Systems (PM CAS), is conducting a market survey to identify qualified sources for storage, handling, maintenance, inspections, and transportation services for 155mm artillery components at Yuma Proving Ground in Arizona. The procurement will support the Modular Artillery Charge System (MACS) program and potential future artillery propulsion modernization efforts, with services restricted to facilities operated by the Arizona Department of Emergency and Military Affairs at Camp Navajo. Key qualifications require contractors to demonstrate Department of Defense and Department of Army compliance for hazardous materials handling, including inert projectiles, live basebleed/rocket assemblies, and ammunition classified 1.1 through 1.4, along with appropriately trained and certified personnel capable of responding to transportation requests within two weeks. Interested parties must submit detailed information regarding storage facilities, capacity, material handling capabilities, personnel qualifications, quality assurance evidence, Explosive Safety Site Plans, and environmental assessments. The pre-solicitation notice was posted on November 24, 2025, with a deadline of December 9, 2025, for interested contractors to submit their information.

This pre-solicitation notice carries no set-aside designation and does not identify any incumbent contractors or award values. No specific contract dollar amounts or quantities of materials have been disclosed in this market survey phase, as this represents preliminary industry outreach to assess capability and availability. The notice does not specify a particular timeline for contract performance or service duration, though interested contractors must demonstrate the ability to meet transportation requests within a two-week response timeframe. This effort appears to be in early planning stages, with the actual solicitation to follow pending results of the market survey. Interested parties must provide their business name, address, distance from Yuma Proving Ground, and contact information as part of the initial response requirements.
