About this opportunity

The Department of the Air Force has published a Special Notice for the VT MAK Software License Renewal, intended as a sole-source procurement to MAK TECHNOLOGIES, INC. The Air Force Test Pilot School Operating Location at Edwards Air Force Base, California is conducting this acquisition under simplified acquisition procedures and commercial item regulations. The contract will be awarded as a firm-fixed price arrangement with a NAICS code of 513210 (Software Publishers) and falls under the PSC category of Business Application Software. The procurement is justified under FAR regulations that permit single-source solicitation when only one responsible source is available for the required supplies or services. The anticipated contract award date is September 18, 2025.

The primary objective of this Special Notice is to renew licensing for specialized learning software that supports flight simulator operations and training activities at the Test Pilot School. Contractors interested in challenging this sole-source determination must submit responses by 12:00 p.m. Pacific Daylight Time on August 27, 2025, including a comprehensive technical package that provides clear and convincing evidence of their capability to meet the government's requirements. All participating contractors must maintain current registration in the System for Award Management (SAM) at www.sam.gov and address any special commercial contract requirements such as financing or warranty provisions. The acquisition encompasses detailed site modeling requirements across multiple California aviation locations including Edwards Air Force Base, Palmdale, William J. Fox Field, and Mojave Air and Space Port, with specific infrastructure and landmark modeling specifications. The procurement seeks to replicate and continue the comprehensive geographical and infrastructural modeling support provided under previous contracts for aerospace and aviation training purposes.
