About this opportunity
The Naval Surface Warfare Center Philadelphia (NSWCPD) intends to award a Firm-Fixed-Price (FFP) Basic Ordering Agreement (BOA) order for services supporting the CVN78 O2 VSA Liquefier Replacement with RIX Industries. The procurement will be conducted under 10 USC 3204(a)(1), which allows for a single-source procurement when no other suppliers can satisfy agency requirements. The primary point of contact for this opportunity is Kim Deluca, who can be reached at kimberly.m.deluca2.civ@us.navy.mil. Interested parties are invited to identify their capabilities and interest in the project, though this notice is not a competitive solicitation. The government will review all information received prior to the closing date of April 11, 2025, and retains sole discretion in determining whether to pursue a competitive procurement.
The pre-solicitation notice indicates no specific set-aside designations for this contract opportunity. The procurement falls under the Engineering Services NAICS category (541330) and Professional Support: Engineering/Technical Product Service Code (R425). While specific award values are not disclosed, the contract will be structured as a Firm-Fixed-Price Basic Ordering Agreement with RIX Industries as the anticipated sole source. The procurement is specifically for replacing a VSA Liquefier, likely related to naval vessel systems, and will be executed through the Department of the Navy Naval Sea Systems Command. The short response window and single-source approach suggest this is a targeted, specialized procurement with unique technical requirements that limit competitive bidding.
