About this opportunity
The Air Force Research Laboratory at Wright-Patterson Air Force Base, Ohio, issued a Notice of Intent to Award Sole Source to the North American Association of Central Cancer Registries, Inc., for registry approval and linkage process system access, with responses due by September 21, 2026, at 2:00 PM Eastern Time.
The Air Force School of Aerospace Medicine requires access to the Virtual Pooled Registry (VPR) Cancer Linkage System, a centralized online interface maintained by NAACCR that connects researchers with forty-seven state and local U.S. cancer registries. The sole source determination, authorized under RFO 12.201-2, rests on the finding that NAACCR is the only reasonably available source for this specialized infrastructure. The VPR system is operationally necessary to support the All Department of the Air Force Cancer Study, which investigates potential increases in cancer incidence rates among active duty service members across their entire service lifetimes. No other commercial or public source offers consolidated linkage capability to civilian population-based tumor registry data; alternative procurement would require establishing separate contracts with forty-three individual state and local registries, creating administrative, legal, and financial inefficiencies that would compromise project timelines.
Responses asserting competitive sources or objecting to the sole source determination should be emailed to michael.hornberger.1@us.af.mil with subject line "VPR Cancer Linkage System." E-mail attachments are limited to .PDF, .doc, .docx, .xls, and .xlsx files; .zip and .exe files will be deleted by Wright-Patterson Air Force Base filters.
