About this opportunity
This pre-solicitation notice announces the upcoming renewal of the Voluntary Intermodal Sealift Agreement (VISA) contingency contract, which is managed by the Department of Defense United States Transportation Command. The VISA contract provides for contingency sealift services, including ocean transportation charters, intermodal movements, infrastructure, and management expertise, to support worldwide Department of Defense operations. The government has made several changes to the VISA Terms and Conditions, including removing the Liner Terms and Conditions and incorporating them into the Universal Service Contract, as well as revising the facility clearance and pricing methodology requirements. The government is seeking industry comments on the draft Terms and Conditions by April 12, 2024, prior to an Industry Day in May 2024 to review the forthcoming Request for Proposal.
The VISA contract is not set-aside and is open to all qualified participants. Current VISA participants who can no longer provide capacity are asked to withdraw from the next iteration of the program. While the potential award value is not specified, the VISA program provides contingency sealift services globally, with participating contractors committing a percentage of their U.S. flag vessel capacity to the program's various stages. The contract has a base period of October 1, 2024 to September 30, 2029, with one 5-year option period and a 6-month extension.
