About this opportunity
The Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center (NSWC) Crane, is procuring three units each of two specific items: a Voltage Input Module (NI-9205 data acquisition card) and a Controller (CompactRIO cRIO-9045) from National Instruments Corporation through a sole-source solicitation (N00164-26-Q-0125). This procurement is designated as a Women-Owned Small Business (WOSB) solicitation and falls under simplified acquisition procedures (FAR Part 13). The contract requires compliance with various Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses, including cybersecurity requirements at CMMC Level 1, Buy American compliance certification, and item unique identification for one line item. All offerors must be registered in the System for Award Management (SAM) prior to submission. The offer submission deadline is April 24, 2026, at 12:00 PM Eastern Time, with proposals to be emailed to heather.r.summers3.civ@us.navy.mil, and interested vendors should monitor SAM.gov for any amendments to the solicitation.
The procurement is not utilizing any small business set-asides beyond the WOSB designation. National Instruments Corp is the intended sole-source contractor, though the government has indicated that other offerors may submit quotes for consideration at its discretion. The justification for this sole-source procurement is based on a brand-name exception, as the laboratory's customized LabView software operates exclusively on National Instruments cRIO devices and associated data acquisition systems; opening competition would require replacing 43 existing battery test stations and redeveloping all test procedures. Delivery is required within seven weeks from contract award, with deliveries to NSWC Crane located at 300 Highway 361, Crane, Indiana 47522-5001, under FOB Destination terms. The contract involves firm fixed pricing for both line items, with accelerated and partial deliveries acceptable at no additional cost, and payment will be processed through the Web-based Wide Area Workflow (WAWF) system with a 90-day constructive acceptance period.
