About this opportunity

The U.S. Department of Homeland Security's Immigration and Customs Enforcement (ICE) Office of Acquisition Management has issued a Special Notice regarding a single-source procurement for Volexity, Inc. located in Reston, VA. The notice pertains to the acquisition of Volcano and Surge Licenses using FAR Part 13.5 Simplified Acquisition Procedures for Commercial Products and Services. ICE's Contracting Officer has determined that Volexity is the only reasonably available source based on the company's unique capabilities and proprietary technology. The notice was posted on June 4, 2025, with a response deadline of June 11, 2025. The procurement will be conducted through the agency's Office of Acquisition Management located in Irving, TX.

The primary purpose of this Special Notice is to inform the market of ICE's intent to procure specialized software licenses directly from Volexity without competitive bidding. The Contracting Officer, Michelle Levine, has discretion to determine whether to compete the proposed contract, though this notice is strictly for informational purposes and not a formal Request for Quote (RFQ). Contractors should note that this is a non-set-aside opportunity within the Software Publishers (NAICS 513210) and IT and Telecom Security and Compliance Products (PSC 7J20) categories. While no specific eligibility criteria are outlined for other potential contractors, the notice emphasizes Volexity's proprietary nature as the sole source. Interested parties with questions or concerns are instructed to contact Michelle Levine directly via email at Michelle.Levine@ice.dhs.gov or by phone at 682-308-7625.
