About this opportunity
The Department of the Air Force Air Mobility Command is procuring voicemail services through the installation of a new Avaya IX Messaging System at Little Rock Air Force Base. The contractor must engineer, furnish, install, and test a turnkey solution that replaces the existing voicemail system while migrating all users, lines, ancillary systems, trunks, and services currently interfaced with the LRAFB Avaya CM10 system using Session Initiation Protocol (SIP). The new system must fully integrate with the existing Avaya Telephony system and comply with Department of Defense Unified Communications Requirements and Risk Management Framework. The government will evaluate offers based on two equal factors: price and technical capability, with the contract awarded to the most advantageous responsible offeror. Proposals were due on September 24, 2025, with offers required to remain valid for 60 calendar days from the submission deadline.
This solicitation has no set-aside designation and is open to all qualified contractors. The Single Source Justification indicates this is a brand-name-only requirement for Avaya equipment due to existing licensing arrangements for the Avaya Telephony System at Little Rock AFB. While specific contract values are not disclosed in the available documentation, the project involves critical communications infrastructure installation in Building 988 at Little Rock Air Force Base, Arkansas. An amendment issued on September 23, 2025, removed the original 30-day completion requirement from the Performance Work Statement, though the contractor must still provide post-installation support including on-site migration assistance, maintenance, and a one-year workmanship warranty. The work will be performed at Little Rock Air Force Base in Arkansas and must comply with Service Contract Act wage determinations for the local area.
