About this opportunity
The Defense Logistics Agency Troop Support Clothing and Textiles is seeking to procure Visor, Flyer's Helmet Clear and Neutral (National Stock Numbers 8475-01-319-8961 & 8475-01-319-8962). The item must be manufactured in accordance with MIL-DTL-43511C. The contract will be awarded on a Low Price Technically Acceptable basis, and will require First Article Testing (FAT) as well as Engineering Source Approval (ESA). The estimated solicitation release date is July 1, 2024, with a proposal due date of June 24, 2024.
This is an Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract with a Guaranteed Minimum Quantity of 1,750 and an Order Limitation Quantity of 10,000 units. The Annual Estimated Quantity for Years One through Four is 2,000 units. Deliveries will be FOB Destination to Lansing, MI, Pendergrass, GA, and Austin, TX. The production lead time is 120 days for FAT submission, 30 days for government review/approval, and 150 days for delivery at a rate of up to 730 units per month.

This acquisition is for “Visor, Flyer’s Helmet Clear and Neutral (National Stock Numbers 8475-01-319-8961 & 8475-01-319-8962). The item is made in accordance with MIL-DTL-43511C DATED 16 JULY 1990. This item requires Engineering Source Approval (ESA) at time of award.
All material shall be contractor furnished. First Article Testing (FAT) required for this item.
The solicitation number is SPE1C1-24-R-0037 and will be issued on an Unrestricted basis. The estimated release date of the solicitation is July 1, 2024.
The subject acquisition will be issued as an Indefinite-Delivery, Indefinite-Quantity Type contract with tiered priced consisting of four 12-month ordering periods. There is a Guaranteed Minimum Quantity of 1,750 each with an Order Limitation Quantity of 10,000 each. The Annual Estimated Quantity (AEQ) for Years One through Four is 2,000 each.
Deliveries are FOB Destination and the destination locations are Lansing, MI, Pendergrass, GA and Austin, TX.
Inspection and Acceptance at Origin.
The production-lead time (PLT) is as follows: 120 days for First Article Test (FAT) submission, 30 days for the Government’s review/approval/disapproval of FAT, 150 days for delivery at a rate of up to 730 each a month.
The Government intends to make an award to the responsible offeror whose proposal meets all terms and conditions of the solicitation and who submits the lowest price that is determined fair and reasonable.
Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form.

The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as “The Berry Amendment”) impose restrictions on the DoD’s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and “specialty metals” (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
