This is a list of questions that have been submitted for this presolicitation, along with answers for each. Continue to use the latest modified presolicitation posted on 2/3/2010 for the requirements.
The RFP does not address this issue, whether the firm that is awarded this contract would be excluded in bidding for the construction of any resulting VA energy projects?
The firm or firms that awarded an AE IDIQ contract, will not be able to bid on the construction projects that they designed.
I'm looking at Section H, questions 5, 6 and 7 and I believe the projects we should be referring to would be in Section F rather than Part 19. Is that correct?
The presolicitation does read that we are asking for Part 19. In some ways Section F and Part 19 overlap. This is up to the firms to decide how they best want to answer this.
Do we send electronic versions for each one via email and no hard copies? Also, in the past, for SF-330 submittals, I have submitted a SF-330 for each of our subconsultants in their own section, which was widely accepted. Is this acceptable with your agency too?
Please send electronic copies via email to Donald.marsh2@va.gov. It is acceptable and up to each firm whether or not they would like to submit a SF330 for each sub.
Is this IDIQ limited to just firms that can provide all of the services listed in the solicitation? Will an engineering firm that can provide a subset of the services requested be considered also, or must they team up with a firm that can provide the architectural services also?
The VA is looking for firms to provide the services and disciplines that are listed in the presolicitation. How firms achieve this is up to them.
Can each one of our team members submit 10 project examples in Section F, or is our team limited to a total of 10 project examples?
The team is to submit ten projects that they have been a part of in section F. It is the firms decision if more projects are to be added there.
What is the maximum file size limit that the VA email system can accept from outside senders? Would you accept multiple emails 1 of 2 , 2 of 2 etc for the same submittal?
The limit is around 6 MB that we can accept. Multiple emails are acceptable, if labeled 1 of 2, etc.
If the firm submits as a sub consultant on one team does that pre-clued them from acting as prime?
A firm can only submit as a prime once, but firms can be sub-consultants for multiple teams.
With regards to section F how would you be ranking this section would more weight be given to VA projects, Retro-Commissioning Projects, or Governmental work? The reason we ask the question is that we have preformed considerable amount of work in each category and we want to demonstrate the projects that you are looking for.
The projects that were listed in this email, are similar to what is listed in the presolicitation. Firms are to put projects that best demonstrate what is listed in the presolicitation. The section F portion of the SF 330 allows the VA to view what projects a firm has performed on.
Can a non-architect/engineer owned SDVOSB firm submit to provide A/E services using consultants as the professionals to provide the A/E services as long as the SDVOSB has engineering services listed on their CCR registration?
The criteria in the presolicitation must be met to be considered for this AE IDIQ contract. If the interested firm meets the NAICS code, and the other criteria then it will be evaluated. Also reference FAR 52.219-14 regarding subcontractors of SDVOSB firms.
These three items request a considerable amount of information for projects listed in Part 19 of the SF 330, which are the Relevant Projects that are listed in Section E, Resumes. Are you sure this what you want? We estimate a minimum of 25 resumes. Each resume has ~5 projects. Many are duplicates, but there could easily be over 50 projects. Did you mean to provide the information for the projects in Section F, which are limited to 10?
A list of questions and answers for this presolicitation was posted on 2/1/2010, and this question was one of them on there. The response basically suggested a representative sampling from the resumes will work, as long as it best illustrates what the firm and its team members have done in terms of items 5, 6, and 7. By no means do we expect all fifty projects to be addressed.
Do you have to qualify as a small business to submit?
This is open to any size firm under the 541310 or 541330 NAICS Codes.
We are preparing a submittal for the above referenced solicitation. We are a Civil Engineering and Landscape Architectural firm. Are submittals being accepted for just these disciplines or do the submittals have to include ALL disciplines?
The presolicitation lists the possible disciplines that the VA may require during the period of the AE IDIQ contract. Firms are to best address the criteria for this that is listed in the presolicitation.
We recognize this to be a pre-solicitation notice. Is it the intent for this to also serve as the combined synopsis / solicitation for this particular offering?
This presolicitation is asking for SF330's which is the main part of the FA36.6 and Brooks Act process for Architect and Engineering Services. After receipt of the SF330's we will be evaluation using Brooks Act and FAR 36.6 AE Services procedures. So the answer to your question is this serves as the only posted form of a solicitation, as the actual solicitation only is given to the highest rated firm or firms after evaluations and interviews have been held.
Are there specific initiatives and/or goals for the VA in the area of bio-mass renewable energy?
This was included in the criteria of the presolicitation as one of the many potential energy projects that may be needed over the course of these AE IDIQ contracts.
Could you clarify what you mean by "Management Plan"?
The VA is looking for how the Management of the firm will handle each of the phases mentioned in this section. This is left open for the interpretation of each firm to address this in the manner they feel will fit best.
The Pre-solicitation notice states that "If acceptable SF-330 packages are received from Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) firms, the government reserves the right to conduct discussions with the highest qualified SDVOSB or VOSB firm." Will companies receive a preference if they utilize a SDVOSB company as a subcontractor under this procurement?
This is only available for the prime firms.
Does the VA require the A/E to be able to evaluate building energy use and provide an EPA Energy Star energy performance rating?
This will be on a per task order basis depending on the project type.
What is the design goal energy performance rating for renovations and additions to VA buildings?
The goals will be on a per task order basis depending on the type of project.
For estimating effectiveness (point #5 in section H), breaking out percentage change orders for major divisions is difficult and often misleading. Most changes affect more than one discipline and multiple subcontractors, making it difficult to track on large projects. Can we list the total percent of change orders and provide narrative to describe any special situations?
Yes, you can list the total percent of change orders and provide narrative for special situations.
What percent or anticipated percentage of work will be allocated to the different disciplines requested? (eg. Architecture, MEP, Structural, Civil)
A percentage for each discipline has not been set.

PRESOLICITATION NOTICE
The Department of Veterans Affairs (VA) National Energy Business Center (NEBC) is seeking Architect / Engineering (A/E) firms to submit Standard Form-330 (Architect / Engineer Qualifications) per FAR 36.6 Architect and Engineering Services for an Indefinite Delivery / Indefinite Quantity (IDIQ) contract for A/E design services for multiple A/E disciplines for VA facilities in VISN 21 (Veterans Integrated Services Network).
The VISN 21 facilities include the Livermore VA Medical Center in Livermore, CA, the Menlo Park VA Medical Center in Menlo Park, CA, the San Francisco VA Medical Center in San Francisco, CA, the VA Central California Health Care System in Fresno, CA, the VA Northern California Health Care System in Mather, CA, the VA Pacific Islands Health Care System in Honolulu, HI, the VA Palo Alto Health Care System in Palo Alto, CA, the VA Sierra Nevada Health Care System in Reno, NV, VISN 21 Outpatient Clinics and Vet Centers in VISN 21.
Full and open competition will be utilized. The NAICS Code is 541310, Architectural Services, and 541330, Engineering Services.
A/E services may include planning and designing for VA facilities, including medical centers, outpatient clinics, Vet Centers by applying knowledge of design construction procedures, zoning regulations, building codes, and building materials. Other A/E services required are energy projects to include, but not limited to, geothermal, co-generation, bio-mass, solar photovoltaic, wind turbine, utility metering, retro-commissioning, LEED-EB, renewable energy, feasibility studies, energy assessments, energy efficiency, water conservation and greening of the government projects.
The following A/E disciplines may be required (but are not limited to) Architectural - Mechanical - Electrical - Structural - Civil - Landscape - Geotechnical - Surveying / Mapping - Interior Design - Hazardous Materials / Environmental Services (asbestos, lead survey) - National Environmental Policy Act (NEPA) - Historic Preservation - Energy - Cost Estimation.
A/E design may include (but are not limited to) any combination of studies, investigations, surveying/mapping, tests, evaluations, consultations, comprehensive planning, program management, value-engineering, conceptual designs, schematic design, design development, construction documents, and bid & construction period services. Requirements will vary with each IDIQ task order and will be defined by separate scopes of work.
A/E firms must be located within a 100 road-mile radius of at least one of the primary medical facilities in VISN 21, listed above. The radius does not include Outpatient Clinics or Vet Centers. Firms must also be fully A/E qualified and licensed in at least one of the states in the VISN to be considered. It may be the A/E firm's prime office or a branch office that is within this radius. This intended IDIQ contract will be for one year from the date of award with options to extend the term of the contract for four (4) additional one year periods to be exercised at the discretion of the Government, or until the maximum contract award amount of $7.5M is reached. A minimum of $2,500 will be guaranteed over the life of the contract including any exercised options. The minimum value of any individual task order is $50,000. Each specific IDIQ task order shall be separately negotiated based on the A/E effort involved. The VA National Energy Business Center (NEBC) plans to award at least one contract to meet requirements, but reserves the right to make multiple awards.
If acceptable SF-330 packages are received from Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) firms, the government reserves the right to conduct discussions with the highest qualified SDVOSB or VOSB firm. 1) PROPOSED MANAGEMENT PLAN: Provide a narrative description of your proposed management plan for conceptual design, design phases, and the construction phase for the identified requirements.
2) PREVIOUS EXPERIENCE OF PROPOSED TEAM: Describe project experience for the above identified energy projects and experience with healthcare facilities. Describe the team's experiences with issues unique to healthcare facilities related to Energy Systems, Water Efficiency and Renewable Energy. Address experience with the design and modifications of occupied facilities, development of conceptual designs, cost estimates and VA master specifications. VA master specifications are viewable online at http://www.cfm.va.gov/til/spec.asp.
3) PROPOSED APPROACH FOR HANDLING IDIQ FOR DESIGN: Describe proposed design philosophy. Address how your A/E firm will handle anticipated problems and potential solutions.
4) PROJECT CONTROL: Describe techniques planned to control (1) project management, (2) schedule, (3) quality and (4) costs. Describe the personnel responsible for these areas, including the project manager, and consultants.

1. Would this presolicitation be open to an engineering firm as prime or should it be lead by an architectural firm?
The NAICS code listed in FBO was 541310 which is for Architectural Services, but an Engineering Firm under NAICS Code 541330 can also submit as the prime firm, as long as there is an architect on the team and the criteria listed in the presolicitation is followed.
2. Have you previously awarded this type of A/E contract in the past?
The NEBC has not previously awarded an AE IDIQ contract.
3. The notice is called a "presolicitation" but gives a response date of February 15. What is the difference between a presolicitation and solicitation? Did this maybe start as a presolicitation to generate interest?
This presolicitation is asking for SF330's from interested vendors. This is a different presolicitation for the Architect and Engineering Procedures process. There will not be a solicitation issued until the end of the FAR 36.6 A/E process, which is after evaluations and interviews, and the solicitation will only be issued to the highest ranked firm.
4. The solicitation states that full and open competition will be utilized. But then it states that the NAICS Code is 541310, Architectural Services, and the Small Business Size Standard is $4.50 million gross annual revenue. Is there a set-aside for small businesses after all?
This procurement is full and open with the Government's option to set this aside for SDVOSB or VOSB firms if there are enough qualified firms that submit under those statuses. All types of firms are encouraged to submit for this procurement. The Small Business Standards are listed only to determine what would be considered Small Business Status for the possibility of the SDVOSB or VOSB set-aside.
5. Is the VA looking for an architectural firm to lead this effort with the support of the named sub consultants, or can each discipline mentioned submit its own SF-330 to you?
The VA is looking for an Architectural or Engineering firm to lead a team of subs that meet the criteria listed in the presolicitation. We do not want a separate SF330 for each discipline; just include that on the SF330 that your firm submits.
6. We are reviewing the presolicitation are wondering if the Response Date was still February 15, 2010, as it is a Federal Holiday.
The date has been changed to February 16, 2010, and the last day for Technical Questions has been changed to February 9. These changes were posted on FBO on January 27, 2010.
7. Will our partner's SDVOSB status help meet potential set-asides should you elect to set-aside this work to SDVOSB firms?
The SDVOSB status will not help as a sub.
8. Do you want the following 3 criteria ESTIMATING EFFECTIVENESS, SUSTAINABLE DESIGN, MISCELLANEOUS EXPERIENCE AND CAPABILITIES to match with projects listed on individual's resumes instead of the Section F projects we profile? If so, can it be a representative sampling of the projects on the resumes?
Yes, a representative sampling from those resumes would be appropriate. We just wanted to see more than the traditional ten projects that are listed in section F.
9. Do all the consultants on a team need to be within 100 miles of a VISN listed hospital? Additionally, do all of the consultants need to be within 100miles of the same hospital?
The prime firm needs to have either their main office or a branch office within 100 miles of one of the medical facilities listed on the presolicitation. The consultants do not have to be within 100 miles of the same hospital.
10. Separate announcements were issued for over 20 individual VISNs. If our firm wants to submit SF330 information for more than one VISN, can one SF330 be submitted with an indication of the VISNs we are proposing to support, or will a separate SF330 be required for each VISN?
Since there are 21 VISN's and 21 presolicitations I would have to say I will take one SF330 for each individual VISN. If you are interested in three VISN's then I would want to see three separate SF330's. I am not trying to cause more work, but I am doing this from a logistical and tracking sense so I will be able to distribute everything accordingly.
11. So that we can identify the distance of our office locations relative to your facilities, are VISN maps in vector file format (i.e., Illustrator, either AI or EPS file) available that show the location of your facilities?

A/E design may include (but are not limited to) any combination of studies, investigations, surveying/mapping, tests, evaluations, consultations, comprehensive planning, program management, value-engineering, conceptual designs, schematic design, design development, construction documents, and bid & construction period services. Requirements will vary with each IDIQ task order and will be defined by separate scopes of work.
A/E firms must be located within a 100 mile radius of at least one of the facilities in VISN 21 listed above and be fully A/E qualified and licensed in those States to be considered. It may be the A/E firms prime office or a branch office that is within this radius. This intended IDIQ contract will be for one year from the date of award with options to extend the term of the contract for four (4) additional one year periods to be exercised at the discretion of the Government, or until the maximum contract award amount of $7.50M is reached. A minimum of $25,000 will be guaranteed over the life of the contract including any exercised options. Each specific IDIQ task order shall be separately negotiated based on the A/E effort involved. The VA National Energy Business Center (NEBC) plans to award one contract to meet requirements, but reserves the right to make multiple awards.
If acceptable SF-330 packages are received from Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) firms, the government reserves the right to set aside this procurement for SDVOSB or VOSB, or conduct discussions with the highest qualified SDVOSB or VOSB firms.
Interested A/E firms must submit the following additional information on Part H of the SF-330:
1) PROPOSED MANAGEMENT PLAN: Provide a narrative description of your proposed management plan for conceptual design, design phases, and the construction phase for the identified requirements.
2) PREVIOUS EXPERIENCE OF PROPOSED TEAM: Describe project experience for the above identified energy projects and experience with healthcare facilities. Describe the team's experiences with issues unique to healthcare facilities related to Energy Systems, Water Efficiency and Renewable Energy. Address experience with the design and modifications of occupied facilities, development of conceptual designs, cost estimates and VA master specifications. VA master specifications are viewable online at http://www.cfm.va.gov/til/spec.asp.
3) PROPOSED APPROACH FOR HANDLING IDIQ FOR DESIGN: Describe proposed design philosophy. Address how your A/E firm will handle anticipated problems and potential solutions.
4) PROJECT CONTROL: Describe techniques planned to control (1) project management, (2) schedule, (3) quality and (4) costs. Describe the personnel responsible for these areas, including the project manager, and consultants.
5) ESTIMATING EFFECTIVENESS: Provide the estimates for the relevant projects that were listed in Part 19 of the SF 330, identifying the initial A/E construction budget, bid price of project, amount of change orders and percent of changes for the various major divisions (architectural, mechanical, electrical, structural, and civil).
6) SUSTAINABLE DESIGN: Describe your teams design philosophy, method and experience of implementing and controlling. Identify any projects using energy star, green or USGBC LEED or Green Globe standards that were listed in Part 19 of the SF 330.
7) MISCELLANEOUS EXPERIENCE AND CAPABILITIES: Address experiences from the projects listed in Part 19 of the SF 330 in regards to: (1) CADD and other computer applications; (2) value engineering; (3) life cycle cost analyses; (4) environmental; (5) historic preservation; (6) energy conservation; (7) new energy resources; and (8) Critical Path Management (CPM) and fast track construction.
8) INSURANCE AND LITIGATION: Address the types and amounts of liability insurance carried. Identify any and all litigation involvement over the last ten years and its outcomes.
9) LOCATION IN VISN 21: Identify on map and distance of A/E firm or branch office location relative to VISN 21 facilities listed above. Distance must be within a 100 mile radius of at least one of these VISN 21 facilities to be considered.
A/E firms are required to submit the SF-330 and supporting documentation electronically via e-mail. The submission must include the SF-330, Architect/Engineer Qualifications (form is available on-line at http://vaww.va.gov/facmgt/ae/). PRESOLICITATION NOTICE
The Department of Veterans Affairs (VA) National Energy Business Center (NEBC) is seeking Architect / Engineering (A/E) firms to submit Standard Form-330 (Architect / Engineer Qualifications) per FAR 36.6 Architect and Engineering Services for an Indefinite Delivery / Indefinite Quantity (IDIQ) contract for A/E design services for multiple A/E disciplines for VA facilities in VISN 21 (Veterans Integrated Services Network).
The VISN 21 facilities include the Livermore VA Medical Center in Livermore, CA, the Menlo Park VA Medical Center in Menlo Park, CA, the San Francisco VA Medical Center in San Francisco, CA, the VA Central California Health Care System in Fresno, CA, the VA Northern California Health Care System in Mather, CA, the VA Pacific Islands Health Care System in Honolulu, HI, the VA Palo Alto Health Care System in Palo Alto, CA, the VA Sierra Nevada Health Care System in Reno, NV, VISN 21 Outpatient Clinics and Vet Centers in VISN 21.
Full and open competition will be utilized. The NAICS Code is 541310, Architectural Services, and the Small Business Size Standard is $4.50 million gross annual revenue.
A/E services may include planning and designing for VA energy projects to include, but not limited to, geothermal, co-generation, bio-mass, solar photovoltaic, wind turbine, utility metering, retro-commissioning, LEED-EB, renewable energy, energy efficiency, water conservation and greening of the government projects.
The following A/E disciplines may be required (but are not limited to) Architectural - Mechanical - Electrical - Structural - Civil - Landscape - Geotechnical - Surveying / Mapping - Interior Design - Hazardous Materials / Environmental Services (asbestos, lead survey) - National Environmental Policy Act (NEPA) - Historic Preservation - Energy - Cost Estimation.
