This is a list of questions that have been submitted for this presolicitation, along with answers for each. Continue to use the latest modified presolicitation posted on 2/3/2010 for the requirements.
The Solicitation states that, "A/E firms must be located within a 100 mile radius of at least one of the facilities in VISN 1 listed above and be fully A/E qualified and licensed in those States to be considered". Can a firm be fully qualified in one or more of the states but be in the process of becoming fully A/E qualified in other states with the anticipation that such licensing would need to be secured prior to signing any contracts for work?
Yes, a firm must be licensed in at least one of the states in the VISN and they will still be able to do work for a Federal Facility.
This seems to contradict in my interpretation "Full and open competition will be utilized. The NAICS Code is 541310, Architectural Services, and the Small Business Size Standard is $4.50 million gross annual revenue." Are we disqualified for consideration for this presoliciation?
This presolicitation is open to all size firms and is just asking for SF330's.
Is this IDIQ limited to just firms that can provide all of the services listed in the solicitation? Will an engineering firm that can provide a subset of the services requested be considered also, or must they team up with a firm that can provide the architectural services also?
The VA is looking for firms to provide the services and disciplines that are listed in the presolicitation. How firms achieve this is up to them.
Can each one of our team members submit 10 project examples in Section F, or is our team limited to a total of 10 project examples?
The team is to submit ten projects that they have been a part of in section F. It is the firms decision if more projects are to be added there.
What is the maximum file size limit that the VA email system can accept from outside senders? Would you accept multiple emails 1 of 2 , 2 of 2 etc for the same submittal?
The limit is around 6 MB that we can accept. Multiple emails are acceptable, if labeled 1 of 2, etc.
If the firm submits as a sub consultant on one team does that pre-clued them from acting as prime?
A firm can only submit as a prime once, but firms can be sub-consultants for multiple teams.
Questions 5, 6, and 7 of SF330-Part H (Additional Information) refer to relevant projects that were listed in SF330 Part 19 - Relevant Projects listed under the Individual Resumes. However, SF330-Section F list Example Projects which best illustrate Proposed Team's Qualifications? These Projects do not have to be the same. Would you please clarify; for questions 5, 6, and 7, are you wanting the additional information of the Individual Resume Projects in Part 19 (as currently stated), or the Team's Projects displayed in Section F?
This presolicitation is asking for question 5,6, and 7 to be addressed through part 19. Both Part 19 and Section F do overlap with some of the information, while some is different. It is up to the firms to determine how to address this section. There is room for flexibility here, as long as this part is answered.
Do we send electronic versions for each one via email and no hard copies? Also, in the past, for SF-330 submittals, I have submitted a SF-330 for each of our subconsultants in their own section, which was widely accepted. Is this acceptable with your agency too?
Please send electronic copies via email to Donald.marsh2@va.gov. It is acceptable and up to each firm whether or not they would like to submit a SF330 for each sub.
With regards to section F how would you be ranking this section would more weight be given to VA projects, Retro-Commissioning Projects, or Governmental work? The reason we ask the question is that we have preformed considerable amount of work in each category and we want to demonstrate the projects that you are looking for.
The projects that were listed in this email, are similar to what is listed in the presolicitation. Firms are to put projects that best demonstrate what is listed in the presolicitation. The section F portion of the SF 330 allows the VA to view what projects a firm has performed on.
Can a non-architect/engineer owned SDVOSB firm submit to provide A/E services using consultants as the professionals to provide the A/E services as long as the SDVOSB has engineering services listed on their CCR registration?
The criteria in the presolicitation must be met to be considered for this AE IDIQ contract. If the interested firm meets the NAICS code, and the other criteria then it will be evaluated. Also reference FAR 52.219-14 regarding subcontractors of SDVOSB firms.
These three items request a considerable amount of information for projects listed in Part 19 of the SF 330, which are the Relevant Projects that are listed in Section E, Resumes. Are you sure this what you want? We estimate a minimum of 25 resumes. Each resume has ~5 projects. Many are duplicates, but there could easily be over 50 projects. Did you mean to provide the information for the projects in Section F, which are limited to 10?
A list of questions and answers for this presolicitation was posted on 2/1/2010, and this question was one of them on there. The response basically suggested a representative sampling from the resumes will work, as long as it best illustrates what the firm and its team members have done in terms of items 5, 6, and 7. By no means do we expect all fifty projects to be addressed.
Do you have to qualify as a small business to submit?
This is open to any size firm under the 541310 or 541330 NAICS Codes.
We are preparing a submittal for the above referenced solicitation. We are a Civil Engineering and Landscape Architectural firm. Are submittals being accepted for just these disciplines or do the submittals have to include ALL disciplines?
The presolicitation lists the possible disciplines that the VA may require during the period of the AE IDIQ contract. Firms are to best address the criteria for this that is listed in the presolicitation.
We recognize this to be a pre-solicitation notice. Is it the intent for this to also serve as the combined synopsis / solicitation for this particular offering?
This presolicitation is asking for SF330's which is the main part of the FA36.6 and Brooks Act process for Architect and Engineering Services. After receipt of the SF330's we will be evaluation using Brooks Act and FAR 36.6 AE Services procedures. So the answer to your question is this serves as the only posted form of a solicitation, as the actual solicitation only is given to the highest rated firm or firms after evaluations and interviews have been held.
Are there specific initiatives and/or goals for the VA in the area of bio-mass renewable energy?
This was included in the criteria of the presolicitation as one of the many potential energy projects that may be needed over the course of these AE IDIQ contracts.
Could you clarify what you mean by "Management Plan"?
The VA is looking for how the Management of the firm will handle each of the phases mentioned in this section. This is left open for the interpretation of each firm to address this in the manner they feel will fit best.
The Pre-solicitation notice states that "If acceptable SF-330 packages are received from Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) firms, the government reserves the right to conduct discussions with the highest qualified SDVOSB or VOSB firm." Will companies receive a preference if they utilize a SDVOSB company as a subcontractor under this procurement?
This is only available for the prime firms.
Does the VA require the A/E to be able to evaluate building energy use and provide an EPA Energy Star energy performance rating?
This will be on a per task order basis depending on the project type.
What is the design goal energy performance rating for renovations and additions to VA buildings?
The goals will be on a per task order basis depending on the type of project.
For estimating effectiveness (point #5 in section H), breaking out percentage change orders for major divisions is difficult and often misleading. Most changes affect more than one discipline and multiple subcontractors, making it difficult to track on large projects. Can we list the total percent of change orders and provide narrative to describe any special situations?
Yes, you can list the total percent of change orders and provide narrative for special situations.
What percent or anticipated percentage of work will be allocated to the different disciplines requested? (eg. Architecture, MEP, Structural, Civil)
A percentage for each discipline has not been set.

PRESOLICITATION NOTICE
The Department of Veterans Affairs (VA) National Energy Business Center (NEBC) is seeking Architect / Engineering (A/E) firms to submit Standard Form-330 (Architect / Engineer Qualifications) per FAR 36.6 Architect and Engineering Services for an Indefinite Delivery / Indefinite Quantity (IDIQ) contract for A/E design services for multiple A/E disciplines for VA facilities in VISN 1 (Veterans Integrated Services Network).
The VISN 1 facilities include Edith Nourse Rogers Memorial Veterans Hospital in Bedford, MA, Manchester VA Medical Center in Manchester, NH, North Hampton VA Medical Center in Leeds, MA, Providence VA Medical Center in Providence, RI, Togus VA Medical Center in Togus, Maine, VA Boston Healthcare System, Brockton Campus in Brockton, MA, VA Boston Healthcare System, Jamaica Plain Campus in Jamaica Plain, MA, VA Boston Healthcare System, West Roxbury Campus in West Roxbury, MA, VA Connecticut Healthcare System Newington Campus in Newington, CT, VA Connecticut Healthcare System West Haven Campus in West Haven, CT, White River Junction VA Medical, Regional Office Center in White River Junction, VT, VISN 1 Outpatient Clinics and Vet Centers in the VISN 1.

A/E services may include planning and designing for VA facilities, including medical centers, outpatient clinics, Vet Centers by applying knowledge of design construction procedures, zoning regulations, building codes, and building materials. Other A/E services required are energy projects to include, but not limited to, geothermal, co-generation, bio-mass, solar photovoltaic, wind turbine, utility metering, retro-commissioning, LEED-EB, renewable energy, feasibility studies, energy assessments, energy efficiency, water conservation and greening of the government projects.
The following A/E disciplines may be required (but are not limited to) Architectural - Mechanical - Electrical - Structural - Civil - Landscape - Geotechnical - Surveying / Mapping - Interior Design - Hazardous Materials / Environmental Services (asbestos, lead survey) - National Environmental Policy Act (NEPA) - Historic Preservation - Energy - Cost Estimation.
A/E design may include (but are not limited to) any combination of studies, investigations, surveying/mapping, tests, evaluations, consultations, comprehensive planning, program management, value-engineering, conceptual designs, schematic design, design development, construction documents, and bid & construction period services. Requirements will vary with each IDIQ task order and will be defined by separate scopes of work.
A/E firms must be located within a 100 road-mile radius of at least one of the primary medical facilities in VISN 1, listed above. The radius does not include Outpatient Clinics or Vet Centers. Firms must also be fully A/E qualified and licensed in at least one of the states in the VISN to be considered. It may be the A/E firms prime office or a branch office that is within this radius. This intended IDIQ contract will be for one year from the date of award with options to extend the term of the contract for four (4) additional one year periods to be exercised at the discretion of the Government, or until the maximum contract award amount of $7.5M is reached. A minimum of $2,500 will be guaranteed over the life of the contract including any exercised options. The minimum value of any individual task order is $50,000. Each specific IDIQ task order shall be separately negotiated based on the A/E effort involved.
The VA National Energy Business Center (NEBC) plans to award at least one contract to meet requirements, but reserves the right to make multiple awards.

Interested A/E firms must submit the following additional information on Part H of the SF-330:
1) PROPOSED MANAGEMENT PLAN: Provide a narrative description of your proposed management plan for conceptual design, design phases, and the construction phase for the identified requirements.
2) PREVIOUS EXPERIENCE OF PROPOSED TEAM: Describe project experience for the above identified energy projects and experience with healthcare facilities. Describe the team's experiences with issues unique to healthcare facilities related to Energy Systems, Water Efficiency and Renewable Energy. Address experience with the design and modifications of occupied facilities, development of conceptual designs, cost estimates and VA master specifications. VA master specifications are viewable online at http://www.cfm.va.gov/til/spec.asp.
3) PROPOSED APPROACH FOR HANDLING IDIQ FOR DESIGN: Describe proposed design philosophy. Address how your A/E firm will handle anticipated problems and potential solutions.
4) PROJECT CONTROL: Describe techniques planned to control (1) project management, (2) schedule, (3) quality and (4) costs. Describe the personnel responsible for these areas, including the project manager, and consultants.
5) ESTIMATING EFFECTIVENESS: Provide the estimates for the relevant projects that were listed in Part 19 of the SF 330, identifying the initial A/E construction budget, bid price of project, amount of change orders and percent of changes for the various major divisions (architectural, mechanical, electrical, structural, and civil).
6) SUSTAINABLE DESIGN: Describe your teams design philosophy, method and experience of implementing and controlling. Identify any projects using energy star, green or USGBC LEED or Green Globe standards that were listed in Part 19 of the SF 330.
7) MISCELLANEOUS EXPERIENCE AND CAPABILITIES: Address experiences from the projects listed in Part 19 of the SF 330 in regards to: (1) CADD and other computer applications; (2) value engineering; (3) life cycle cost analyses; (4) environmental; (5) historic preservation; (6) energy conservation; (7) new energy resources; and (8) Critical Path Management (CPM) and fast track construction.
8) INSURANCE AND LITIGATION: Address the types and amounts of liability insurance carried. Identify any and all litigation involvement over the last ten years and its outcomes.
9) LOCATION IN VISN 1: Identify on map and distance of A/E firm or branch office location relative to VISN 1 facilities listed above. Distance must be within a 100 road- mile radius of at least one of the primary medical center facilities in VISN 1 to be considered.
A/E firms are required to submit the SF-330 and supporting documentation electronically via e-mail. The submission must include the SF-330, Architect/Engineer Qualifications (form is available on-line at http://www.cfm.va.gov/contract/ae.asp. 1. Could you please tell me how to obtain a Form-330 (Architect/Engineer Qualifications) to complete and submit in for VISN 1?
A template of the Standard Form 330 can be found at this link http://www.cfm.va.gov/contract/ae.asp, and was also posted in the second to last paragraph of the presolicitation on FBO.
2. In regard to VISN 1 Architect and Engineering IDIQ Solicitation # VA-776-10-RP-0115 - Will this work be strictly for energy projects as outlined in the description? Or will it include clinical work as well?
The main priority of the NEBC and this particular AE IDIQ is for all types of Energy projects at the medical facilities located in VISN 1. All of the projects that would occur under this IDIQ would be energy related. I do not anticipate there being any clinical work that did not involve an energy related project.
3. I am writing to request any and all documents related to solicitation VA-776-10-RP-0115. Should I also fill out the information on the Fed Biz website under "interested vendor list'?
There are not any other documents to the presolicitation that was posted on FBO. We are only asking for Standard Form 330 statement of qualifications. It is your option whether or not to fill out the interested vendor list.
4. Do the submissions need a team that can address all the listed A/E services; namely "geothermal, co-generation, bio-mass, solar photovoltaic, wind turbine, utility metering, retro-commissioning, LEED EB, renewable energy, feasibility studies, energy efficiency, water conservation, and greening of the government projects"? Or can a submission to you identify an area of expertise and limit the proposal to that service area?
We are asking for firms that submit to be able to cover all of the criteria that is listed on the presolicitation. How you achieve this is entirely up to your firm. A submission should not just highlight your expertise or ask for the proposal to be limited to that service area.
5. I'd like to request a copy of the RFP for "Architecture and engineering services for an indefinite delivery/indefinite quantity contract for A/E design services for multiple A/E disciplines for VA facilities".
There are 21 presolicitations posted on Federal Business Opportunities, fbo.gov, that were posted by the VA National Energy Business Center (NEBC). The presolicitation number for VISN 1 is VA-776-10-RP-0115, and if you do a search for this on FBO you should find the presolicitation.
6. If we are selected to do the design work, will we have the opportunity to either continue as construction manager or will it prevents us from the much larger back-end piece?
Your firm obviously can respond to this solicitation, but a design firm cannot bid on a follow-on construction project. This includes the subs that were on the design team.
7. Section H instructions- #5, #6, and #7- All of these sections refer to projects that were listed in Part 19 of the SF330. Part 19 is the resumes of the personnel. Was this meant to say Part 20 which is the project section? It would be very difficult to provide this information for projects that employees worked on that were with a different firm specifically the amount of change orders, design philosophy, etc. Obviously this information would be available for the 10 projects that we would be showcasing in Section 20.
You are correct with what you have pointed out. Go ahead and list the projects from Part 20 and not 19.
8. I noticed that one of the items mentioned was asbestos and lead surveys. Will VA contract directly with an env consultant for these services, or will VA contract with an Architect who will then subcontract an env consultant to do the lead/asb survey?
The VA is looking for a team primed by an Architect under NAICS 541310 or Engineer 541330, to meet all the criteria and disciplines listed in the presolicitation. We will not be looking to contract directly with an environmental consultant for these IDIQ's.
9. Is this IDIQ open to both architects and engineers as prime or do you have a preference for architects only as the prime?
This IDIQ is open for both Architect and Engineers to be the prime, under NAICS code 541310 which was listed and 541330 Engineering Services. Just make sure an architect is included in the team and the criterion listed in the presolicitation is followed.
10. We are interested in submitting on all network areas ranging from VISN1 to VISN 23 for Architect and Engineering work. It appears that the RFP package is similar for each VISN with the exception of geography. In lieu of submitting 21 packages, is it acceptable to submit one package that would cover the all of the VISN areas?
I understand from your end the idea of submitting just one SF330 indicating your interest in all 21 VISN locations. However, from my standpoint that would be very difficult to track during the evaluations stage and to determine whether your firm had a branch or main office located within 100 miles of one of the medical center locations in each VISN. So if you are interested in submitting an SF 330 for each VISN, I would like to see 21 separate SF330's or whatever the amount you are interested in. This may seem like extra work, but this will make the evaluations go much smoother for the VA.
11. Separate announcements were issued for over 20 individual VISNs. If our firm wants to submit SF330 information for more than one VISN, can one SF330 be submitted with an indication of the VISNs we are proposing to support, or will a separate SF330 be required for each VISN?
Since there are 21 VISN's and 21 presolicitations I would have to say I will take one SF330 for each individual VISN. If you are interested in three VISN's then I would want to see three separate SF330's. I am not trying to cause more work, but I am doing this from a logistical and tracking sense so I will be able to distribute everything accordingly.
12. The announcements indicate a requirement that the responder have an office within 100 miles of at least one of the facilities identified in the respective VISN. If the response includes a prime with a strategic Team of subcontractors, does the office have to be an office for the prime, or can it be an office for a Team member?
The prime vendor must be within 100 miles of one of the VISN facilities listed in the presolicitation. There will be a question and answer modification to follow on FBO with an answer to this question for all to see.
13. So that we can identify the distance of our office locations relative to your facilities, are VISN maps in vector file format (i.e., Illustrator, either AI or EPS file) available that show the location of your facilities?

14. Will preference be given to SDVOSB led A/E teams compared to teams with SDVOSB participation but not SDVOSB led?
The only preference that will be given is if there are enough qualified SDVOSB firms that submit SF330's, and then as stated in the presolicitation, the government has the right to set-aside to an SDVOSB or to a VOSB. There will not be any special consideration for SDVOSB subcontractors.
15. Do all the consultants on a team need to be within 100 miles of a VISN listed hospital? Additionally, do all of the consultants need to be within 100miles of the same hospital?
The prime firm needs to have either their main office or a branch office within 100 miles of one of the medical facilities listed on the presolicitation. The consultants do not have to be within 100 miles of the same hospital.
16. I notice that the due dates for both solicitations is February 15th - President's Day. Will this date remain valid, or will the next amendment reflect a different due date?
The date has been changed to February 16, 2010, and the last day for Technical Questions has been changed to February 9. These changes were posted on FBO on January 27, 2010.
17. Part 10 of Section H in the RFP requests interested firms to "identify any and all litigation involvement over the last ten years and its outcomes". To clarify, does this request pertain only to the prime contractor or the prime contractor and their sub-contractors?
The insurance and litigation over the past ten years pertains only to the prime. The sub contractors are under your control, as they are part of your team.

The following A/E disciplines may be required (but are not limited to) Architectural - Mechanical - Electrical - Structural - Civil - Landscape - Geotechnical - Surveying / Mapping - Interior Design - Hazardous Materials / Environmental Services (asbestos, lead survey) - National Environmental Policy Act (NEPA) - Historic Preservation - Energy - Cost Estimation.
A/E design may include (but are not limited to) any combination of studies, investigations, surveying/mapping, tests, evaluations, consultations, comprehensive planning, program management, value-engineering, conceptual designs, schematic design, design development, construction documents, and bid & construction period services. Requirements will vary with each IDIQ task order and will be defined by separate scopes of work.
A/E firms must be located within a 100 mile radius of at least one of the facilities in VISN 1 listed above and be fully A/E qualified and licensed in those States to be considered. It may be the A/E firms prime office or a branch office that is within this radius. This intended IDIQ contract will be for one year from the date of award with options to extend the term of the contract for four (4) additional one year periods to be exercised at the discretion of the Government, or until the maximum contract award amount of $7.5M is reached. A minimum of $25,000 will be guaranteed over the life of the contract including any exercised options. Each specific IDIQ task order shall be separately negotiated based on the A/E effort involved. The VA National Energy Business Center (NEBC) plans to award one contract to meet requirements, but reserves the right to make multiple awards.
