About this opportunity

The US Agency for International Development Middle East Regional Program Office Frankfurt seeks proposals through January 8, 2021 for a contractor to implement the Visit Tunisia Project activity. The selected contractor must work with Tunisian government ministries, the private sector, and donors to enhance Tunisia's tourism potential and competitiveness through strategic planning, marketing, product development, training, infrastructure improvements, and private sector engagement. Key deliverables include increasing the number of tourists, tourism sector jobs and revenue, and private investment in tourism innovation. Proposals will be evaluated based on offerors' technical approach, management plan, and past performance on activities of similar scope and complexity in transitioning areas.

No set-aside designation is specified. The activity is expected to be performed in Tunisia over five years consisting of a base period of three years with a budget between $26-30 million and an option period of two years with a budget between $16-20 million. The contractor must contribute to high-level results of growing Tunisia's tourism numbers, related jobs and revenue, and stimulating private sector involvement to generate economic growth and offset impacts of the coronavirus pandemic in underserved regions of the country.

The Visit Tunisia Project is designed to enhance Tunisia’s tourism potential, with the goal of generating revenue and jobs, particularly for women and youth, and for populations in underserved regions of the country. Through this activity, USAID seeks to contribute to Tunisia’s growth and development to offset the negative economic impact of the coronavirus crisis. The Contractor will work with the relevant ministries, private sector, and donors to advance the objectives while contributing to the following high-level results: 

  1. Increase in the number of tourists.
  2. Increase in the number of jobs in the tourism sector.
  3. Increase in tourism revenue.
  4. Increase in private sector-led investment and innovation in the tourism sector.
