About this opportunity
The U.S. Army Corps of Engineers Louisville District has issued a Special Notice regarding the Virtualized Electromagnetic Warfare & Mission Engineering Center (VEWMEC) Project for Naval Surface Warfare Center (NSWC) Crane, Indiana. This notice announces the agency's intent to award a sole source requirement for a specific fire alarm transceiver component as part of a larger construction contract solicitation. The overall construction project will be procured through a full and open competition using FY25 NISE-CIP funding as a firm fixed price contract. However, the fire alarm transmission equipment will be specified as a brand name sole source requirement for Signal Communications Corporation (Sigcom) DTX fire alarm transceiver within the design bid build solicitation. The project falls under commercial and institutional building construction and involves construction of miscellaneous buildings.
The primary purpose of this Special Notice is to inform potential contractors about the intended sole source procurement while providing an opportunity for other parties to demonstrate their capability to meet the same requirements. Any interested party that believes they can provide equivalent fire alarm communication equipment may submit a capability statement to challenge the sole source determination. These submissions must contain sufficient detail to allow USACE to evaluate whether the interested party can perform the specified requirement and must be received by 10:00 AM ET on August 1, 2025, via email to the designated point of contact. The government will not purchase the fire monitoring system equipment directly but will include the brand name specifications in the construction contract solicitation. All responsible sources are eligible to submit capability statements, which will be considered by the agency as part of their procurement decision process.
