About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration's Digital Health Office is conducting a Sources Sought Notice for a Virtual Eye Exam Software platform designed to deliver remote eye care services across multiple VA medical facilities. The procurement seeks a robust, cloud-based software solution that supports remote refractions, device integration, real-time video functionality, and electronic health record interoperability. Key technical requirements include compatibility with VA Enterprise Cloud, FedRAMP Authorization, low-latency performance, and comprehensive cybersecurity standards. Interested vendors must submit a capability statement by May 15, 2025, at 12:00 PM EST, which should include company information, technical narrative, and compliance details. The market research will evaluate vendors' ability to provide a scalable and secure platform that meets VA's stringent technical, clinical, and security requirements.
The VA is mandated to consider a total set-aside for Service-Disabled Veteran Owned Small Businesses, with potential alternate set-aside or full competition depending on the responses received. While specific award values are not disclosed in the pre-solicitation notice, the software platform is expected to support multiple VA medical facilities and require comprehensive integration with existing VA telehealth infrastructure. The procurement falls under NAICS category 513210 (Software Publishers) and PSC category DA10 (IT and Telecom - Business Application Software as a Service). The solution must incorporate advanced features such as two-factor authentication, VA identity management integration, centralized patient dashboards, multi-site patient queuing, and comprehensive electronic health record compatibility. The VA's objective is to select a vendor capable of delivering a high-performance, secure, and clinically effective virtual eye examination platform that can be rapidly deployed across the Veterans Health Administration's network.
