About this opportunity
The Department of Health and Human Services National Institutes of Health National Institute of Allergy and Infectious Diseases has awarded a competitive cost reimbursement contract to Duke University for a Virology Core Laboratory. The contract (No. 75N93025C00002) is valued at $7,965,156 and will run from December 15, 2024, through December 14, 2025, with potential extensions through December 14, 2031. The contract was determined to be most appropriately structured as a cost reimbursement, level of effort type contract due to the dynamic and science-responsive nature of the work, which made a fixed-price contract unsuitable. The government selected this approach to maintain flexibility in addressing evolving research needs in virology, acknowledging the uncertainties inherent in scientific laboratory work.
Notice text
A competitive cost reimbursement, level of effort (term) type contract was awarded, for the period of performance of December 15, 2024 through December 14, 2025 (Base Period), and a total period of performance (including base period and all options) of December 15, 2024 through December 14, 2031. Upon analysis of the type of work and all associated costs involved, a fixed-price type contract was not feasible due to the absence of precise specifications and difficulties in estimating costs with accuracy. Based upon the uncertainties involved, the Government would assume undue risk in attempting to fit a relatively dynamic (science responsive and result-driven) requirement into a fixed-price environment. A fixed-price contract would be disadvantageous to the Government, since it does not provide the Government with the flexibility that is needed to responsibly shift with the evolving needs of the requirement.
Awarded contract 75N93025C00002 to DUKE UNIVERSITY for 7965156.00 on 2024-12-15.
