About this opportunity

Defense Information Systems Agency (DISA), acting on behalf of the Defense Health Agency (DHA), is soliciting information on video surveillance systems for deployment across DHA medical treatment facilities, with white paper responses due June 29, 2026. This is a market-research RFI, not a binding solicitation; no contract award will result, and the Government will not reimburse respondent costs.

DHA intends a federated VSS model with on-premises deployments at individual Medical Treatment Facilities rather than a centrally managed enterprise system, though this approach may evolve. The system must integrate with existing infrastructure including Access Control Systems, Infant Protection systems, and elevator controls in inpatient facilities, with integration scope varying by site. DHA does not currently plan centralized enterprise monitoring or a regional Security Operations Center; operations will remain locally managed.

Respondents must address eight technical areas in white papers not exceeding 50 pages (single-spaced, 12-point font, 5 MB): applicable cybersecurity standards (NIST SP 800-53, 800-82); Risk Management Framework authorization status and compliance gaps; deployment modes and architecture; authentication and authorization capabilities including zero-trust principles; data handling procedures for PII and ePHI (FIPS 140-3, 197, 199, 200); patching and vulnerability management; remote maintenance access controls; Operational Technology security aligned with the Purdue Model; and supply chain risk management compliance with DFARS 225.1101. Written questions must be submitted by May 21, 2026. Responses should be emailed to Jennifer Everly (jennifer.m.everly2.civ@mail.mil), Son M. Pham (son.m.pham2.civ@mail.mil), and Trevor Whitaker (trevor.k.whitaker.civ@mail.mil). DISA may conduct follow-up one-on-one clarification discussions with selected vendors prior to formal solicitation. Answers to submitted questions will be posted to SAM.gov.
